ABSTRAK INDONESIA Peran Kelembagaan Pemerintah Kabupaten Pringsewu pada masa daerah era otonomi baru memang sangat diperlukan dalam keberlangsungan pembangunan ekonomi di daerah tersebut khususnya pada Lembaga Dinas Koperasi dan UMKM yang menangani langsung usaha-usaha mikro kecil yang salah satunya dalam pemberdayaan Usaha Mikro Kecil dan Menengah yang terdapat dalam Rencana Strategi Dinas Koperasi dan UMKM. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana peran kelembagaan pemerintah dalam pelaksanakan pemberdayaan meningkatkan UMKM di Kabupaten Pringsewu. Lokasi penelitian ini adalah di Kabupaten Pringsewu dengan titik fokus di kelembagaan Dinas Koperasi dan UMKM serta UMKM yang tergabung dalam pelatihan dan pembinaan. Jenis penelitian ini Deskriptif dengan pendekatan Kuantitatif. Fokus permasalahan ini adalah masalah finansial dan nonfinansial yang dihadapi oleh Pelaku UMKM dan dampak dari pelaksanaan pelatihan dan pemberdayaan, hasil dari penelitian ini adalah (1) peran yang dilakukan oleh Dinas Koperasi dan UMKM belum makimal dikarenakan masih terbatasnya data yang mereka punya sehingga hanya UMKM yang sudah tergabung saja yang mendapatkan perhatian lebih, (2)peran yang dilakukan oleh Dinas Koperasi dan UMKM mempunyai nilai positif dalam meningkatkan pendapatan dan tenaga kerja UMKM yang ada di Kabupaten Pringsewu terbukti dari olahan hasil data bahwa dengan diadakan pelatihan dan pembinaan SDM pelaku UMKM dapat meningkatkan pendapatan, serta jumlah tenaga kerja yang akan meningkatkan pasokan produksi. Hasi ujinya dengan menggunakan dua rata-rata bahwa t Hitung > t Tabel. Kata Kunci: Kelembagaan Pemerintah, Pemberdayaan Usaha Mikro Kecil dan Menengah. ABSTRAK INGGRIS The role of institutional regency pringsewu in the autonomous region new is really needed in the sustainability economic development in the area especially at an institute of cooperative and msmes who handles direct efforts micro small that one of the empowerment of micro business small and medium that was found in plan strategy department of cooperatives, businesses.The purpose of this research is to see how the role of institutional government in enforcement pemberdayaan increase msmes in thousand pringsewu.The location of this research is in thousand pringsewu with a focal point around institutional department of cooperatives, msmes and msmes joined in training and building. Type of this research is a descriptive Quantitative approach. The focus of this issue is a matter of financial and nonfinansial faced by Principals of SMALL MEDIUM ENTERPRISES and the impact of the implementation of the training and empowerment, the results of this research are (1) the role carried out by the Department of cooperatives and SMALL MEDIUM ENTERPRISES have not maximal because still the limited data they had so that only the SMALL MEDIUM ENTERPRISES already incorporated are getting more attention, (2) the role carried out by the Department of cooperatives and SMALL MEDIUM ENTERPRISES have a positive value in increasing income and employment of SMALL MEDIUM ENTERPRISES in Pringsewu Regency is evident from the processed data that results with the training of HUMAN RESOURCES and the construction of offender can increase revenue, SMALL MEDIUM ENTERPRISES as well as the amount of labor that will increase the supply of production.
