ABSTRAK MANAJEMEN PENGEMBANGAN MADRASAH TSANAWIYAH (MTs) NEGERI DI KOTAAGUNG Oleh: FAJARITA RIESMAWATI Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan manajemen pengembangan Madrasah Tsanawiyah Negeri di Kotaagung melalui pengembangan penerimaan peserta didik baru, Kurikulum Tingkat Satuan Pendidikan, sumber daya manusia, sarana prasarana pendidikan, pengelolaan keuangan, hubungan masyarakat dengan madrasah, dan budaya madrasah. Penelitian ini menggunakan pendekatan kualitatif dengan rancangan studi kasus. Data dalam penelitian diperoleh dari informan penelitian, yaitu kepala madrasah, kepala tata urusan, wakil kepala, dewan guru dan siswa. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa : 1) Pengembangan penerimaan peserta didik baru di MTsN Kotaagung menghasilkan prosedur dan sistem rekrutmen yang berbeda untuk menjaring siswa kelas regular dan kelas unggulan, 2) Pengembangan Kurikulum Tingkat Satuan Pendidikan menghasilkan muatan lokal Tahsin dan Tahfiz , kecakapan hidup Bahasa Inggris dan Bahasa Arab, dan pengembangan diri yang berkarakter. Meskipun mata pelajaran itu baru dikembangkan di kelas unggulan karena kurangnya SDM, 3) Pengembangan SDM terutama guru beserta staf di MTsN Kotaagung melalui pendidikan,pelatihan dan pengembangan karir sudah berjalan dan terlaksana dengan baik guna pembentukan keterampilan profesional dan perbaikan layanan sekolah, 4) Pengembangan sarana dan prasarana pendidikan di titik beratkan pada pengembangan teknologi, 5) Pengembangan Pengelolaan keuangan madrasah sesuai dengan Peraturan Menteri Keuangan RI No. 190 tahun 2012 Tentang Tata Cara Pembayaran dalam Rangka Pelaksanaan APBN, 6) Pengembangan Humas melalui hubungan edukatif, institusi, dan kegiatan eksternal, dan 7) Pengembangan budaya madrasah dikembangkan melalui nilai religius, nilai disiplin, nilai prestise, nilai keefektifan. Norma yang dikembangkan adalah norma agama, susila, kesantunan, dan hukum. Tradisi dikembangkan melalui nilai nasionalistik, sosial dan kekeluargaan. Kata kunci : manajemen, sumber daya manusia, pengembangan madrasah iii ABSTRACT MANAGEMENT DEVELOPMENT OF STATE ISLAMIC JUNIOR SECONDARY SCHOOL ( MTsN ) IN KOTAAGUNG By: FAJARITA RIESMAWATI This study aims to analyze and describe the development management of State Islamic Junior High School in Kotaagung learners through the development of new enrollment students, the Education Unit Level Curriculum, human resources, education infrastructure, financial management, public relations with the madrassas, and madrassas culture. This study used a qualitative approach with a case study design. Data in the study were obtained from informants, the headmaster, head of governance affairs, deputy head teacher and the student council. Data collection techniques used were interviews, observation, and study documentation. The results showed that: 1) Development of new learners in receipt of MTsN Kotaagung generating procedures and recruitment system to attract students of different regular classes and excellent class, 2) Development of the Education Unit Level Curriculum produce local content and Tahfiz Tahsin, life skills in English and Arabic, and development self character. Although the subjects were newly developed seed in class due to lack of human resources, 3) Development of human resources, especially teachers and their staff in MTsN Kotaagung through education, training and career development is already running and performing well to the formation of professional skills and school improvement services, 4) Development of means and education infrastructure emphasized on the development of technology, 5) Development of financial management in accordance with Regulation madrassas Minister of Finance No. 190 in 2012 About Payment Procedures in the Framework of the Implementation of the State Budget, 6) Development of PR through educative relationships, institutions, and external activities, and 7) Development madrassa culture developed through religious values, the value of discipline, prestige value, the value effectiveness. Developed norms are norms of religion, morality, civility, and legal. The tradition was developed through nationalistic values, social and familial.
