Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK INDONESIA: Undang-undang no 20 tahun 2003 tentang sistem pendidikan nasional, pasal 5, ayat 1 yang menegaskan bahwa setiap warga negara mempunyai hak yang sama untuk memperoleh pendidikan yang bermutu. Inilah yang disebut dengan konsep education for all atau pendidikan untuk semua. Untuk mengakomodir anak-anak berkebutuhan khusus dalam sistem pendidikan nasional diterbitkanlah Permendiknas no 70 tahun 2009 tentang pendidikan inklusif bagi peserta didik yang memiliki kelainan dan memiliki kecerdasan dan/atau bakat istimewa. Penelitian ini menitikberatkan pada permasalahan pelaksanaan pendidikan inklusif di Kota Metro. Dalam mengungkap permasalahan ini, peneliti menggunakan teori implementasi kebijakan publik milik Van Meter Van Horn. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini dilakukan di Kota Metro. Dalam penelitian ditemukan beberapa kendala dalam pelaksanaan pendidikan inklusif di Kota Metro yang terbagi menjadi kendala internal dan kendala eksternal. Diantaranya masalah Budgeting, tidak adanya guru pembimbing khusus yang berlatar belakang pendidikan luar biasa dan sulitnya guru dalam memenej kelas, juga adanya orang tua murid yang tidak setuju anaknya harus belajar dengan anak berkebutuhan khusus. Kesimpulan dari penelitian ini adalah bahwa pendidikan inklusif di Kota Metro belum maksimal dan perlu dilakukan pembenahan. Hal ini terlihat dari masih banyak kendala yang terjadi dalam penyelenggaraan pendidikan inklusif di sekolah inklusif di Kota Metro yang berkaitan dengan teknis pelaksanaan. Untuk itu, perlu adanya perbaikan dari sosialisasi mengenai pendidikan inklusif ke masyarakat dan pada pemahaman mengenai Permendiknas No 70 tahun 2009 agar dalam pelaksanaannya sesuai dengan peraturan yang telah ditetapkan sehingga kendala dalam pelaksanaan pendidikan inklusif dapat diminimalisir. The focus of this research on the problems of implementation of inclusive education in Metro City. In uncovering this issue, researchers used the theory of implementation of public policy belonging to Van Meter Van Horn. This research is a descriptive research with a qualitative approach . This research was conducted in Metro City. In this research found several obstacles in the implementation of inclusive education in Metro City, divided into internal constraints and external constraints. For example, there are no special teachers who were special education and the difficulty in managing the classroom, also there are parents who do not agree that their children should learn with children with special needs. The conclusion from this research are inclusive education in Metro City is not maximized and need to improvement. Visible from many constraints that occur in the implementation of inclusive education in inclusive schools in Metro City relating to the technical implementation. Therefore, it needs improvement of socialization regarding inclusive education to the public and the understanding of the Ministerial Regulation No. 70 of 2009 that the implementation in accordance with the prescribed rules so that the constraints in the implementation of inclusive education can be minimized.
