HUBUNGAN PROGRAM LEGISLASI DAERAH DENGAN PERENCANAAN PEMBANGUNAN DAERAH KABUPATEN WAY KANAN Pembangunan mendorong tujuan bernegara sebagaimana amanat konstitusi terwujud, untuk melaksanakan agenda pembangunan tersebut disusunlah tahapan dalam sistim perencanaan yang mengakomodir perkembangan atau dinamika masyarakatnya. Dalam penyusunan Prolegda Kab . didasarkan atas: a. perintah Peraturan Perundang-undangan lebih tinggi; b. rencana pembangunan daerah; c. penyelenggaraan otonomi daerah dan tugas pembantuan; dan aspirasi masyarakat daerah. Perencanaan pembangunan disusun secara berjangka salah satunya meliputi: RPJM daerah memuat arah kebijakan keuangan daerah, strategi pembangunan daerah, kebijakan umum, dan program satuan kerja perangkat daerah, lintas satuan kerja perangkat daerah, dan program kewilayahan disertai dengan rencana kerja dalam kerangka regulasi dan kerangka pendanaan yang bersifat indikatif. Permasalahan dalam tesis ini adalah bagaimana hubungan program legislasi daerah dengan perencanaan pembangunan daerah Kabupaten Way Kanan dan bagaimanakah produk hukum daerah untuk mewujudkan Rencana Pembangunan Jangka Menengah Daerah Kabupaten Way Kanan? Pendekatan masalah yang digunakan dalam penelitian ini adalah yuridis normatif yang dilakukan melalui pendekatan melalui studi kepustakaan dan pendekatan yuridis empiris yang dilakukan berdasarkan realitas atau studi kasus. Hasil penelitian menunjukkan bahwa dalam proses pembentukan produk hukum daerah, Prolegda memiliki kedudukan yang sangat penting. Dengan berfungsinya Prolegda, maka pembentukan produk hukum daerah memiliki acuan yang memuat skala prioritas penyusunan rancangan Peraturan Daerah untuk jangka panjang, menengah atau jangka pendek. Penyusunan Prolegda tidak hanya untuk kepentingan pembentukan Perda semata, tapi lebih luas lagi terkait dengan keseluruhan program pembangunan daerah. Kabupaten Way Kanan sejak diberlakukannya Undang-Undang Nomor 12 Tahun 2011 hingga saat ini belum mempunyai peraturan daerah terkait dengan Program Legislasi Daerah. Pada akhirnya disarankan kepada Pemerintah Daerah bahwa Program Legislasi Daerah yang disusun hendaknya mencerminkan kerangka regulatif RPJMD dengan memperhatikan karakteristik dan aspirasi masyarakat. Kata Kunci: Hubungan Legislasi Daerah, Perencanaan Pembangunan, Way Kanan RELATIONSHIP WITH REGIONAL PLANNING LEGISLATION PROGRAM REGIONAL DEVELOPMENT DISTRICT RIGHT WAY KANAN Development encours goals by the state constitution as mandated to materialize, to implement the development agenda was composed of stages in the planning system to accommodate development or community dynamics; in the preparationof the regency prolegda based on a higher legislation command; b regional development plans; c the implementation of regional autonomy and the duty of assistance; and aspirations of local communities. development plan prepared in time one of them includes; regional RPJM contains the policy direction of local finance, public policy, and programs of local work unit, work unit across the region, and the regional program is accompanied by a work plan within the framework of regulatory and funding framework that is indicatived. the problem in this thesis is how the correlation with the regional legislation program and regional development planning of way kanan regency and how local regulations to realize the medium term development plan of way kanan regency? approach to the probelm which is used in this research is conducted trough a normative juridical approach through the study of literature and an empirical juridical approach based on the reality or case studies. the results showed that in the process of establishing local regulations, prolegda has a very important position. with the functioning prolegda, the estalishment of local regulations to have a refernce that contains the priority drafting local regulation for the long term, medium or short term. preparation of prolegda not only for the formation of legislation, but also more broadly related to overall regional development programs. way kanan regency since the enactment of regulations no.12 of 2011 to currently have not local regulations related to the local legislation program finally recommended to the regional goverment that the regional legislation program organized should reflect regulatory framework of RPJMD by observing the characteristics and aspirations of the communities.
