ABSTRAK BAWASLU DAN POLITIK UANG (MONEY POLITIC) (Studi Tentang Proses Pengawasan dan Hambatan-Hambatan BAWASLU dalam Menangani Pelanggaran Pemilihan Gubernur Lampung 2014) Oleh Yolly Maristo Tujuan penelitian ini adalah (1) Untuk mengkaji bentuk-bentuk politik uang dalam Pemilihan Gubernur Lampung di Kota Bandar Lampung tahun 2014. (2) Untuk mengkaji dan menganalisis hambatan-hambatan Bawaslu dalam melakukan pengawasan Pelanggaran Pemilihan Gubernur Lampung tahun 2014. Tahap analisis data dalam penelitian ini meliputi reduksi data, pengorganisasian data, dan interprestasi. Proses pelaksanaan Pengawasan oleh Bawaslu cenderung mengikuti pola yang sudah diatur oleh UU Perbawaslu tahun 2009. Bentuk-bentuk politik uang dapat berupa sembako, maupun uang tunai. Pelaku politik uang cenderung tidak melakukannya secara langsung tetapi melalui tim sukses maupun tokoh masyarakat yang memiliki pengaruh, baik dari kalangan pejabat setempat maupun tokoh masyarakat. Perjanjian dilakukan dengan pertukaran jumlah suara dengan uang yang dikeluarkan oleh oknum pelaku politik uang. Bak pisau bermata satu, yang tumpul diatas dan tajam di bawah, penegakan hukum oleh Bawaslu cenderung berasal dari peraturan di dalam Bawaslu sendiri yang begitu berbelit dan banyak memberikan celah-celah bagi oknum pelanggar tindak pidana pemilu. Kata Kunci: Bawaslu, Politik Uang ABSTRACT BAWASLU AND MONEY POLITICS (Study of BAWASLU’s Process Control and Constraints for Handling Violations in Lampung Governor Election 2014) By Yolly Maristo The purposes of this study are (1) To assess the forms of money politics in Governor of Lampung in Bandar Lampung 2014. (2) To examine and analyze the barriers of Bawaslu in monitoring violations of Lampung Governor Election 2014. The stage of data analysis in this study includes data reduction, data organization, and interpretation. Monitoring the implementation process byBawaslu tends to follow the pattern already set by the Perbawaslu2009 Act. Forms of money politics can be groceries, or cash. The actors of Money Politics tend not to do it directly but through a success team and community leaders who have influence, both from the local officials and community leaders. Agreements made with the exchange of votes with money spent by unscrupulous Money Politics actors. Like a knife one-eyed, sharp under and blunt above, enforcement by Bawaslu tend to come from within the rules are so convoluted Bawaslu themselves and many provide crevices for individual offenders and criminal of election.
