Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

ABSTAK INDONESIA Permasalahan dalam tata ruang Kota Bandar Lanpung pada saat ini antara lain penataan ruang tidak sesuai dengan Rencana Tata Ruang Wilayah (RTRW) sebagaimana di atur dalam Peraturan Daerah No. 10 Tahun 2011 tentang Rencana Tata Ruang Wilayah Kota Bandar Lampung, Undang Undang 26 Tahun 2007 tentang penataan ruang, Peraturan Pemerintah No. 15 Tahun 2010 tentang penyelenggaraan Penataan Ruang, hal ini menunjukan konsep peran pemerintah daerah Kota Bandar Lampung dalam pelaksanaan penataan ruang Kota Bandar Lampung. Berdasarkan latar belakang tersebut membawa permasalahan: (1) Bagaimana peran pemerintah daerah kota Bandar Lampung dalam pelaksanaan penataan ruang? (2) Apakah faktor penghambat peran pemerintah daerah Kota Bandar Lampung dalam pelaksanaan penataan ruang? Metode penelitian menggunakan pendekatan secara Yuridis Normatif dan Yuridis Empiris. sumber dan jenis data menggunakan data Primer dan data Sekunder. pengumpulan data di gunakan dengan cara Studi Pustaka dan Studi Lapangan. Pengelolahan data meliputi kegiatan Identifikasi data, Klasifikasi data dan penyusunan data. Analisis data dilakukan dengan cara kualitatif. Hasil penelitian bahwa peran Pemerintah Daerah Kota Bandar Lampung dalam pelaksanaan penataan ruang adalah menyusun rencana umum tata ruang yaitu rencana memenuhi kebutuhan pembangunan dengan senantiasa berwawasan lingkungan, efisien dalam alokasi investasi, bersinergi dan dapat dijadikan acuan dalam penyusunan program secara keseluruhan untuk tercapainya kesejahteraan masarakat. Dalam hal pemanfaatan tata ruang Kota Bandar Lampung adalah memberikan arahan dan pertimbangan teknis pemanfaatan ruang di Kota Bandar Lampung bagi penerbitan Izin Keterangan Rencana Kota, Izin Reklame, Izin Tempat Usaha dan perizinan lain yang berkaitan dengan pemanfaatan ruang Kota Bandar Lampung. Dalam hal pengendalian pemanfaatan ruang Kota Bandar Lampung adalah melaksanakan pengawasan dan pengendalian pemanfaatan ruang berdasarkan rencana tata ruang Kota, melakukan penyusunan kebijakan pembinaan dan penyuluhan hukum, pengawasan pembangunan dan tempat-tempat usaha yang belum memiliki izin dan penyusunan laporan mengenai bangunan dan tempat usaha yang melanggar peraturan perundang-undangan. The research method used normative juridical approach and Juridical Empirical. sources and types of data using the data Primary and secondary data. data collection used by way of Library Studies and Field Studies. Identification of Management of data includes the data, classification of data and preparation of the data. Data analysis was performed with a qualitative way. The results of the study that the role of Local Government in the implementation of Bandar Lampung spatial planning is the general plan land use plan is always to meet the needs of development with environmental friendliness, efficient investment allocation, synergy and can be used as a reference in the preparation of an overall program to achieve the welfare of their community. In terms of spatial utilization of Bandar Lampung City is to provide direction and technical considerations of space utilization in Bandar Lampung for issuance of License Description City Plan, Permit Billboards, location permit and other permits relating to the use of space Bandar Lampung. In terms of space utilization control Bandar Lampung is carrying out the supervision and control of the use of space based City spatial plan, conduct policy development and legal counseling guidance, supervision and construction of places of business that do not have permits and preparation of a report on the property and businesses that violate legislation. Keywords: Roles, Local Government, Spatial Planning ABSTAK INGGRIS A current problem of space management in Bandar Lampung is space management which does not comply with Regional Space Management Plan (or RTRW) as it was regulated in Regional Regulation No.10 in 2011 about Regional Space Management of Bandar Lampung; Law number 26 in 2007 about Space Management; and Government Regulation No. 15 in 2010 about Conduct of Space Management. This indicates the concept of regional government of Bandar Lampung role in conducting space management. The problems in this research were: (1) how did the role of Bandar Lampung regional government in conducting the space management? (2) what were inhibiting factors of Bandar Lampung regional government role in conducting space management? This research used normative and empirical jurisdiction approach. This research used primary and secondary data. Data were collected using literary study and field study. Data were processed with data identification, data classification and data composition. Data were analyzed qualitatively. The results showed that the conduct of space management was by drafting common plan of space management; a plan to fulfill development demand with considerations of environment, investment allocation efficiency, synergy, and becoming a model of reference for an integral program drafting to realize public welfare. In using space management, Bandar Lampung government gave instruction and technical consideration of using space in Bandar Lampung for publishing permit of Municipal Plan Information, Advertising Permit, Permit of Business Site and other permits related to the space usage in Bandar Lampung. Bandar Lampung government in controlling the space use was by monitoring and controlling space use based on plan of space use, composing policy of law education, monitoring physical development and other business sites that did not yet have required permits and composing report about buildings and business sites that violated legislative regulations.
