Abstract
ABSTRAK INDONESIA: Kebijakan Penerimaan Peserta Didik Baru (PPDB) Jalur Bina Lingkungan merupakan kebijakan pendidikan sebagai inovasi yang dibuat oleh Pemerintah Kota Bandar Lampung. Tujuan kebijakan ini adalah untuk memperluas akses pendidikan bagi siswa kurang mampu secara ekonomi agar memperoleh sekolah gratis. Harapan dari kebijakan ini untuk mengurangi angka putus sekolah di Bandar Lampung. Namun dalam pelaksanaannya perlu dilakukan evaluasi untuk menilai tingkat keberhasilan kebijakan ini. Penelitian ini bersifat deskriptif kualitatif. Penelitian ini menitik beratkan pada evaluasi implementasi dengan alat ukur ketepatan. Ketepatan yang di ukur adalah ketepatan pelaksanaan, ketepatan target, dan ketepatan hasil, dengan mengacu pada teori Nugroho yang mengembangkan teori Matland. Berdasarkan penelitian yang telah dilakukan maka dapat disimpulkan aspek ketepatan pada kebijakan Penerimaan Peserta Didik Baru (PPDB) Jalur Bina Lingkungan belum tepat baik segi ketepatan pelaksanaan, ketepatan target dan ketepatan hasil/outcome. Kata Kunci: Kebijakan, Evaluasi, Ketepatan ABSTRAK INDONESIA: Students New Admission policy (PPDB) through Community Development lane is an education policy as one of several innovations made by the Government of Bandar Lampung. The purpose of this policy is to expand access to education for economically disadvantaged students in order to obtain free school. Expectations of this policy to reduce the dropout rate in Bandar Lampung. However, in practice need to be evaluated to assess the degree of success of this policy. This research is descriptive qualitative. This study focuses on the evaluation of the implementation of precision measuring instruments. The measuring accuracy is the accuracy of the implementation, the target accuracy, and precision of the results, with reference by Nugroho’s theory that developed the theory Matland. Based on the research that has been done, it can be concluded on the accuracy aspect of Students New Admissions policy (PPDB) Community Development lane is not appropriate in terms of the accuracy of the implementation, the target accuracy and precision of the result/outcomes.
