ABSTRAK EVALUASI KEBIJAKAN PEMERINTAH KOTA BANDAR LAMPUNG DALAM IMPLEMENTASI KARTU PEGAWAI ELEKTRONIK (KPE) Oleh D E D I S A P U T R A Pemberlakuan Peraturan Kepala BKN Nomor 7 Tahun 2008 tentang Kartu PNS Elektronik menyebabkan adanya konversi Kartu Pegawai menuju Kartu Pegawai Negeri Sipil Elektronik. Penerapan Kartu Pegawai Negeri Sipil Elektronik merupakan wujud Elektronik Government dengan pemanfaatan teknologi informasi untuk meningkatkan pelayanan dibidang kepegawaian agar lebih efektif dan efisien. Penelitian berlokasi di Pemerintah Kota Bandar Lampung ini dimaksudkan untuk mengevaluasi kinerja implementor dalam melaksanakan Kebijakan. Penelitian ini masuk dalam jenis Project Monitoring Evaluation Research, yaitu riset yang mengevaluasi proses implementasi suatu kebijakan (on-going evaluation). Data primer diperoleh melalui wawancara dengan menggunakan teknik snowball sampling. selain itu, untuk menjamin kredibilitas data dilakukan juga observasi dan studi dokumentasi. Kesimpulannya, Implementasi Kartu Pegawai Elektronik diLingkungan Pemerintah Kota Bandar Lampung menunjukan hasil yang tidak optimal, ini didasarkan atas tidak tercapainya fungsi utama dari Kartu Pegawai Elektronik. Namun demikian, secara administratif telah berjalan sesuai dengan prosedur yang telah ditetapkan oleh Badan Kepegawaian Negara. Untuk memperbaiki output program Implementasi KPE dimasa mendatang, yang perlu dilakukan : pertama, Membangun komunikasi dengan Bank Pemerintah Daerah dan Badan Pengelolaan Keuangan dan Aset Daerah Kota Bandar Lampung dalam hal implementasi layanan perbankan; kedua, Melakukan koordinasi dan sosialisasi kepada Satuan Kerja Perangkat Daerah terkait memfungsikan KPE; ketiga, Memaksimalkan proses sosialisasi dengan memanfaatkan fasilitas Internet dan menyediakan Pamflet & Leaflet tentang Kartu Pegawai Elektronik diBadan Kepegawaian Daerah Kota Bandar Lampung. Kata kunci : evaluasi , implementasi kebijakan, kartu pegawai elektronik (KPE). ABSTRACT THE EVALUATION OF BANDAR LAMPUNG GOVERNMENT POLICY IN IMPLEMENTING ELECTRONIC EMPLOYEE’S CARD By D E D I S A P U T R A The enactment of Regulation of Chief of National Civil Employee (BKN) number 7 in 2008 about the civil servant’s electronic employee’s card resulted in conversion of employee’s card (KARPEG) into Electronic Civil Servant’s Card. The implementation of this Electronic Civil Servant’s Card is a realization of electronic government by using information technology to help improving quality in civil servant employment to be more effective and efficient. This research was located in Bandar Lampung government. The objective of this research was to evaluate the program performance and implementation in conducting Bandar Lampung government policy about electronic civil servant’s card. This was a project monitoring evaluation research. Primary data were obtained from interviews by using snowball sampling. To ensure data credibility, observation and documentation were conducted. The results showed that the implementation of electronic civil servant’s card in Bandar Lampung government was not optimal. This was based on unachieved of the main objective of the electronic civil servant’s card as a replacement of civil servant’s card. However, the implementation was administratively according to procedures determined by State Civil Servant Employment Agency (or BKN). To improve output of the implementation of electronic civil servant’s card program in the future, the researcher recommends some suggestions. First, rebuilding communication with Regional Government Bank in implementing banking service and coordinating with Financial and Regional Asset Management Agency of Bandar Lampung related to civil servant pay rolling through banking services. Second, coordinating and socializing with Regional Task Force Unit in functioning electronic civil servant’s card in banking service. Third, maximizing pamphlet and leaflet about function of electronic civil servant’s card in Regional Civil Employment Agency of Bandar Lampung.
