Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
abstrak indonesia Kebijakan program pemberian subsidi biaya pendidikan di Pemerintah Kota Metro berpotensi memberi kesempatan kepada usia belajar untuk mendapatkan pendidikan yang bermutu. Berdasarkan Perda Kota Metro Nomor 10 Tahun 2008 tentang pemberian biaya subsidi pendidikan pra sekolah, pendidikan dasar dan pendidikan menengah tujuan kebijakan tersebut untuk mewujudkan perluasan akses, pemerataan, peningkatan mutu pendidikan, dan manajemen berbasis sekolah. Permasalahan dalam penelitian ini adalah: (1) Bagaimanakah kebijakan pemerintah Kota Metro dalam program pemberian subsidi biaya pendidikan dan (2) Faktor-faktor apakah yang menjadi penghambat dalam kebijakan pemerintah Kota Metro dalam program pemberian subsidi biaya pendidikan. Penelitian hukum ini termasuk jenis penelitian hukum normatif dan empiris. Data yang digunakan data primer dan data sekunder yang setelah dilakukan pengolahan data dilakukan analisis secara deskriptif kualitatif. Hasil penelitian bahwa (1) Kebijakan pemerintah Kota Metro dalam program pemberian subsidi biaya pendidikan merupakan program pemerintah daerah Kota Metro untuk mengurangi beban masyarakat dalam mendapatkan pendidikan yang layak dan bermutu yang diberikan untuk TK/RA, SD/MI, SMP/MTs, dan SMA/MA yang telah memenuhi persyaratan sekolah penerima subsidi dalam bentuk Biaya Operasional Manajemen bersumber dari APBD yang dialokasikan pada 8 komponen tujuannya lebih mengutamakan pada perluasan akses dan pemerataan, peningkatan mutu dan relevansi pendidikan, serta manajemen berbasis sekolah. (2) Faktor-faktor penghambat kebijakan pemerintah Kota Metro dalam program pemberian subsidi biaya pendidikan antara lain: mekanisme penyaluran dana dari pemerintah daerah ke pihak sekolah sering terlambat, pemerintah daerah Kota Metro masih kurang komunikatif dalam penyampaian informasi yang relevan dan sosilisasi kebijakan subsidi biaya pendidikan kepada masyarakat sehingga masyarakat umum masih banyak yang belum paham dengan program pemberian subsidi biaya pendidikan. The problem in this study were: (1) What is the government's policy of Metro City in a program of subsidizing the cost of education and (2) What factors are a barrier to Metro City in a government policy of subsidizing the cost of educational programs. The legal research, including the type of normative and empirical legal research. The data used primary data and secondary data after processing the data were then analyzed using qualitative descriptive. The results of the study that (1) Metro City Government policies in programs that subsidize the cost of education is a program of the local government of Metro City to reduce the burden on the community in getting the proper education and quality given to TK / RA , SD / MI , SMP / MTs , and high school / MA who has met the requirements of schools receiving subsidies in the form of management Operational Costs sourced from the budget allocated to the eight components of the goal more emphasis on expanding access and equity , improving the quality and relevance of education , and school-based management . (2) inhibiting factor in the Metro City government policies that subsidize the cost of education programs , among others : the mechanism for channeling funds from local governments to the school, often too late , the local government of Metro City is still less communicative in the delivery of relevant information and education cost subsidy policy sosilisasi to the community so that the general public are still many who do not understand the programs that subsidize the cost of education.
