Komisi Pemilihan Umum Daerah (KPUD) Kabupaten Lampung Barat merupakan penyelenggara Pemilu Legislatif (Pileg) dan juga Pemilu Presiden dan Wakil Presiden (Pilpres) di Kabupaten Lampung Barat. Laporan Penyelenggaraan Pemilu Pileg dan Pilpres pada KPUD Kabupaten Lampung Barat ada perbandingan pengguna hak pilih dimana pada Pileg pengguna hak pilih mencapai 82,4% dan pada Pilpres mengalami penurunan jumlah pengguna hak pilih yang hanya mencapai 73,9%, dari data ini seharunya KPUD Kabupaten Lampung Barat harus bisa mempertahankan tingkat partisipasi pemilih. Berdasarkan laporan hasil riset Analisis Tingkat Partisipasi Pemilih dalam Pemilihan Umum Tahun 2014 di Kabupaten Lampung Barat terdapat faktor yang mempengaruhi tingkat kehadiran pemilih dalam Pemilu 2014 di Kabupaten Lampung Barat. Faktor tersebut, yaitu: jenis Pemilu dan kondisi geografis. Tujuan penelitian ini adalah untuk mengetahui Strategi Komisi Pemilihan Umum Daerah (KPUD) Kabupaten Lampung Barat dalam meningkatkan partisipasi pemilih. Menggunakan indikator implementasi strategi milik Wheelen dan Hunger yaitu pengembangan program, anggaran dan prosedur. Tipe penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi Komisi Pemilihan Umum Daerah (KPUD) Kabupaten Lampung Barat dari segi program sudah sangat baik terlihat dari kegiatan sosialisasi berupa sosialisasi secara langsung kepada masyarakat dan sosialisasi dalam bentuk kegiatan jalan sehat yang dilakukan meskipun pada pelaksanaan pemilu masih ada masyarakat yang tidak menggunakan hak pilih. Dari segi anggaran tidak baik karena dari total 254 Desa/Kelurahan ada 858 jumlah TPS pada Pileg dan ada 801 jumlah TPS pada Pilpres, KPUD Kabupaten Lampung Barat melakukan pengurangan jumlah TPS untuk menghemat dan efesiensi anggaran. sedangkan anggaran berpengaruh terhadap penyelenggaraan pemilu terutama pada pengadaan TPS sedangkan jumlah TPS mempengaruhi tingkat kehadiran masyarakat untuk menggunakan hak pilih. Dari segi prosedur sudah cukup baik karena sesuai dengan SOP dari KPU Pusat yang berupa PKPU No 06 Tahun 2013 dan PKPU No 04 Tahun 2014 tentang tahapan, program, dan jadwal penyelenggaraan pemilu Pileg dan Pilpres dalam bentuk susunan jadwal pelaksanaan. Jadi, dapat disimpulkan bahwa Strategi Komisi Pemilihan Umum Daerah (KPUD) Kabupaten Lampung Barat di tinjau dari teori Wheelen dan Hunger belum sepenuhnya berjalan dengan baik. Based on the results of the research report Analysis of the Level of Voter Participation in the General Elections in 2014 in West Lampung Regency there are factors that influence the level of attendance of voters in the 2014 Election in West Lampung Regency. These factors are: types of elections and geographical conditions. The purpose of this study is to find out the Strategy of the Regional General Election Commission (KPUD) of West Lampung Regency in increasing voter participation. Using Wheelen's and Hunger's strategy implementation indicators which are the development of programs, budgets and procedures. The type of research used is descriptive research with a qualitative approach. Data collection techniques are done by observation, interviews and documentation. The results show that the strategy of the Regional General Election Commission (KPUD) of West Lampung Regency is very good in terms of the program, as seen from the socialization activities in the form of direct socialization to the community and socialization in the form of fun walk even though there were still people who did not use their right to vote during the election. In terms of the budget it is not good because from a total of 254 villages/districts there are 858 polling stations in legislative elections and there are 801 polling stations in the presidential election, the Regional General Election Commission (KPUD) of West Lampung Regency reduced the number of polling stations to save and improve budget efficiency. While the budget affects the implementation of elections, especially in the procurement of polling stations, while the number of polling stations affects the level of attendance of the community to use their voting rights. In terms of procedures, it is quite good because it was in accordance with the SOP of the Central KPU in the form of PKPU No. 06 of 2013 and PKPU No. 04 of 2014 concerning stages, programs, and schedule of the implementation of elections for Pileg and Pilpres in the form of activities schedule arrangements. So, it can be concluded that the Strategy of the Regional General Election Commission (KPUD) of West Lampung Regency reviewed from Wheelen's and Hunger's theory has not fully gone well.
