The Lampung Province General Election Commission (KPU) has succeeded in carrying out simultaneous regional elections on June 27, 2018 which were participated by 171 regions in Indonesia. Regional head elections are a means to choose leaders in the region such as Governors, Regents and Mayors. This study aims to find out and analyze how the strategy of Lampung Province General Election Commission (KPU) in increasing community political participation in quantity and quality as well as knowing the factors that influence the strategy achievements of Lampung Province General Election Commission (KPU) in increasing political participation. this study uses a descriptive type of research with a qualitative approach. The results of this study indicate that the strategy of Lampung Province General Election Commission (KPU) in increasing political participation in simultaneous regional head elections in 2018 only reached 72.36% of the national target of the Republic of Indonesia General Election Commission (KPU) of 77.5%, community political participation has decreased compared to the political participation rate in 2014 which reached 76%. Furthermore, the political participation of the community in quality cannot be said to be voluntary participation, because there are still many citizens who are mobilized by the many cases of money politics. The factors that influence the strategy achievement of Lampung Province General Election Commission (KPU) are due to the existence of administrative factors related to population population data and political factors caused by distrust of the political world, so researchers provide suggestions, namely: 1) The General Election Commission (KPU) of Lampung Province maximizes socialization to all circles and regions; 2) The government oversees the manufacture of E-KTP for citizens who do not yet have; and 3) The process of updating voter data must be done to the maximum extent so that there are no more problems with the Permanent Voters List (DPT). Komisi Pemilihan Umum (KPU) Provinsi Lampung telah berhasil melaksanakan Pemilihan kepala daerah serentak pada tanggal 27 Juni 2018 yang diikuti oleh 171 daerah di Indonesia. Pemilihan kepala daerah merupakan sarana untuk memilih pemimpin di daerah seperti Gubernur, Bupati, dan Walikota. Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana strategi Komisi Pemilihan Umum (KPU) Provinsi Lampung dalam meningkatkan partisipasi politik masyarakat secara kuantitas maupun secara kualitas serta mengetahui faktor-faktor yang mempengaruhi capaian strategi Komisi Pemilihan Umum (KPU) Provinsi Lampung dalam meningkatkan partisipasi politik. penelitian ini menggunakan tipe penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian ini menunjukkan bahwa strategi Komisi Pemilihan Umum (KPU) Provinsi Lampung dalam meningkatkan partisipasi politik pada pemilihan kepala daerah serentak tahun 2018 secara kuantitas hanya mencapai angka 72,36% dari target nasional Komisi Pemilihan Umum (KPU) Republik Indonesia sebesar 77,5%, partisipasi politik masyarakat mengalami penurunan apabila dibandingkan dengan angka partisipasi politik pada tahun 2014 yang mencapai angka 76%. Selanjutnya partisipasi politik masyarakat secara kualitas belum dapat dikatakan partisipasi yang dilakukan secara sukarela, karena masih banyak warga masyarakat yang di mobilisasi dengan banyaknya kasus politik uang. Adapun faktor-faktor yang mempengaruhi capaian strategi Komisi Pemilihan Umum (KPU) Provinsi Lampung adalah disebabkan dengan adanya faktor administratif yang berkaitan dengan data kependudukan warga masyarakat dan faktor politis yang disebabkan oleh ketidakpercayaan terhadap dunia perpolitikan, sehingga peneliti memberikan saran yaitu: 1) Komisi Pemilihan Umum (KPU) Provinsi Lampung memaksimalkan sosialisasi kepada semua kalangan dan setiap daerah; 2) Pemerintah mengawal pembuatan E-KTP bagi warga masyarakat yang belum memiliki; dan 3) Proses pemutakhiran data pemilih harus dilakukan dengan semaksimal mungkin sehingga tidak ada lagi permasalahan Daftar Pemilih Tetap (DPT).
