Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Land Disputes (Sengketa Tanah) problems often occur in the community caused by the valid land ownership certificate still uneven owned in the community. Therefore, in 2016 the government made a policy to accelerate the process land titles massly and free financed by the government. This policy is called Pendaftaran Tanah Sistematis Lengkap (PTSL) whose purposes is to certify all land plots that still does not have certificates and to prevents disputes and conflicts over lands. This research was conducted to see what strategies were carried out by the northern Lampung district land office in the PTSL (Pendaftaran Tanah Sistematis Lengkap) Program and want analyze the supporting and inhibiting factors that affect the land office of the northern Lampung Regency. This study uses descriptive qualitative research methods. From the results of the study, it was shown that the strategy carried out by the land office of North Lampung Regency had not been implemented properly and supporting and inhibiting factors in the PTSL program that are viewed from the SWOT analysis theory, includes indicators of strenghts, weaknesses, opportunities, and threats. As a whole has not been optimal because it has not been able to cover up the weaknesses and threats that exist. Keyword : Strategy, Land Certificate, PTSL Masalah sengketa tanah yang sering terjadi di masyarakat karena belum meratanya bukti surat kepemilikan tanah yang sah dimiliki oleh masyarakat. Karena itu, pemerintah pada tahun 2016 membuat kebijakan tentang percepatan persertipikatan tanah secara masal dan gratis yang dibiayai oleh pemerintah. Kebijakan ini disebut Pendaftaran Tanah Sistematis Lengkap (PTSL) yang tujuannya yaitu mensertipikatkan seluruh bidang tanah yang belum memiliki sertipikat dan mencegah sengketa dan konflik pertanahan. Penelitian ini dilakukan untuk melihat Strategi apa yang dilakukaan oleh Kantor Pertanahan Kabupaten lampung Utara dalam Program PTSL (Pendaftaran Tanah Sistematis Lengkap) dan ingin menganalisis Faktor Pendukung dan Penghambat yang mempengaruhi Kantor Pertanahan Kabupaten Lampung Utara. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Dari hasil penelitian menunjukkan bahwa Strategi yang dilakukan Kantor Pertanahan Kabupaten Lampung Utara belum dilaksanakan dengan baik dan Faktor Pendukung dan Penghambat dalam Program PTSL yang ditinjau dari teori Analisis SWOT, meliputi indikator Kekuatan, Kelemahan, Peluang, dan Ancaman. Secara menyeluruh belum optimal karena belum dapat menutupi kelemahan dan ancaman yang ada. Kata kunci :Strategi, Sertipikasi Tanah, PTSL
