Leadership is a very important factor in influencing community participation. Leadership is very important and very decisive in the life of each nation because of the advances and setbacks of the community determined by its leaders. This research aims to prove the influence and produce an overview of the influence of the village headman leadership on the level of community participation in the Social Rehabilitation of the Unlivable Houses Program (RS-RTLH) in the Village of Mumbang Jaya. This research is descriptive research using quantitative methods. The sample in this study was 60 respondents from the survey population of 70 KK using a simple random sampling technique. The data collection techniques used in this study are questionnaires. The data analysis technique used is a simple regression test. The results of this research showed that the leadership of the village headman has a significant influence on the level of community participation. The contributions of the village headman leadership influence against the level of community participation are 0.545 or 54.5% while the remainder is 45.5% influenced by other factors such as age, education, type of work, income, reside period in the village and level of communication. Thus, to increase community participation in the RS-RTLH program, the village government and stakeholders must increase their involvement in the implementation of the program in the village of Mumbang Jaya. Key Words: Leadership, Community Participation, RS-RTLH, The Village Headman Kepemimpinan merupakan faktor yang sangat penting dalam mempengaruhi partisipasi masyarakat. Kepemimpinan sangat penting dan amat menentukan dalam kehidupan setiap bangsa, karena maju mundurnya masyarakat ditentukan oleh pimpinannya. Penelitian ini bertujuan untuk membuktikan adanya pengaruh dan menghasilkan gambaran tentang besarnya pengaruh kepemimpinan Kepala Desa terhadap tingkat partisipasi masyarakat dalam Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS RTLH) di Desa Mumbang Jaya. Jenis penelitian ini adalah penelitian deskriptif dengan menggunakan metode kuantitatif. Sampel dalam penelitian ini yaitu sebanyak 60 responden dari populasi survey yaitu 70 KK dengan menggunakan teknik simple random sampling. Teknik pengumpulan data yang digunakan dalam penelitian ini berupa kuesioner. Adapun teknik analisis data yang digunakan adalah uji regresi sederhana. Hasil penelitian ini menunjukkan bahwa kepemimpinan kepala desa mempunyai pengaruh yang signifikan terhadap tingkat partisipasi masyarakat. Kontribusi pengaruh kepemimpinan kepala desa terhadap tingkat partisipasi masyarakat yaitu 0,545 atau 54,5% sedangkan sisanya yaitu 45,5% dipengaruhi oleh faktor lain seperti usia, pendidikan, jenis pekerjaan, tingkat penghasilan, lamanya tinggal di desa tersebut dan tingkat komunikasi. Dengan demikian untuk meningkatkan partisipasi masyarakat dalam RS-RTLH maka pemerintah desa dan para stakeholder program ini harus meningkatkan keterlibatannya dalam pelaksanaan program di Desa Mumbang Jaya.
