Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pendaftaran penduduk merupakan salah satu kewajiban yang harus diselenggarakan pemerintah dengan dasar hukum Undang-Undang Nomor 23 Tahun 2006 jo. Undang- Undang Nomor 24 Tahun 2013 tentang Administrasi Kependudukan. Penyelenggaraan pendaftaran penduduk di Kota Bandar Lampung dilaksanakan oleh Dinas Kependudukan dan Catatan Sipil. Permasalahan penelitian ini adalah: (1) Apa sajakah urusan pemerintah bidang pendaftaran penduduk yang diselenggarakan oleh Pemerintah Kota Bandar Lampung? (2) Bagaimanakah Penyelenggaraan sub urusan pemerintahan bidang pendaftaran penduduk di Kota Bandar Lampung? Pendekatan yang digunakan dalam penelitian adalah yuridis normatif dan empiris. Jenis data terdiri dari data primer dan data sekunder. Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan, selanjutnya data dianalisis secara deskriptif kualitatif. Hasil penelitian ini menunjukkan: (1) Urusan pemerintah bidang pendaftaran penduduk yang diselenggarakan oleh Pemerintah Kota Bandar Lampung terdiri dari Kartu Keluarga (KK), Kartu Tanda Penduduk Elektronik (e-KTP) dan Kartu Identitas Anak (KIA) sebagai dokumen kependudukan yang harus dimiliki oleh seluruh masyarakat sebagai identitas diri dan keluarganya. (2) Penyelenggaraan sub urusan pemerintahan bidang pendaftaran penduduk oleh Dinas Kependudukan dan Catatan Sipil yang mencakup Kewenangan berdasarkan Peraturan Walikota Bandar Lampung Nomor 48 Tahun 2016 tentang Tugas, Fungsi dan Tata Kerja Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung. Substansinya adalah Dinas Kependudukan dan Pencatatan Sipil memberikan pelayanan kepada masyarakat penerima layanan yang meliputi prosedur pelayanan penerbitan Kartu Keluarga (KK), Kartu Tanda Penduduk Elektronik (e-KTP) dan Kartu Identitas Anak (KIA) Saran dalam penelitian ini adalah: (1) Pegawai Dinas Kependudukan dan Catatan Sipil agar mengoptimalkan pelayanan administrasi kependudukan kepada masyarakat. (2) Fungsi pengaduan bagi masyarakat hendaknya dioptimalkan, yaitu menyediakan kertas berisi pengaduan dan saran kepada Dinas Kependudukan dan Catatan Sipil. Law Number 24 of 2013 concerning Population Administration. Implementation of population registration in Bandar Lampung City is carried out by the Population and Civil Registry Service. The problems of this study are: (1) What are the government affairs in the field of population registration held by the Bandar Lampung City Government? (2) How is the administration of government sub-affairs in the field of population registration in Bandar Lampung City? The approach used in the research is normative and empirical juridical. The type of data consists of primary data and secondary data. Data collection is done by literature study and field studies, then the data is analyzed descriptively qualitatively. The results of this study indicate: (1) Government affairs in the field of population registration held by the Bandar Lampung City Government consist of Family Cards (KK), Electronic Resident Identity Cards (e-KTP) and Child Identity Cards (KIA) as required residence documents by the whole community as the identity of themselves and their families. (2) Implementation of government sub-affairs in the field of population registration by the Department of Population and Civil Registry which includes Authority based on Mayor of Bandar Lampung Regulation Number 48 of 2016 concerning Tasks, Functions and Work Procedures of the Population and Civil Registration Service of Bandar Lampung City. The substance is the Department of Population and Civil Registration to provide services to the community receiving services that include service procedures for issuing Family Cards (KK), Electronic Identity Cards (e-KTP) and Child Identity Cards (KIA). Suggestions in this study are: (1) Staff of the Population and Civil Registry Service to optimize population administration services to the community. (2) The function of complaints for the public should be optimized, namely providing paper containing complaints and suggestions to the Population and Civil Registry Service.
