Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Tujuan Pendidikan adalah mencerdaskan kehidupan bangsa dan mengembangkan manusia Indonesia seutuhnya, yaitu manusia yang beriman dan bertakwa kepada Tuhan Yang Maha Esa dan berbudi pekerti yang luhur, memiliki pengetahuan, ketrampilan, kesehatan jasmani dan rohani, berkepribadian yang mantap dan mandiri serta rasa tanggung jawab kemasyarakatan dan kebangsaan. Permasaalahan pada penelitian ini adalah Bagaimanakah Implementasi Peraturan Daerah Kota Bandar Lampung Nomor 1 Tahun 2012 Tentang Penyelenggaraan Pendidikan Terhadap Sistem Penerimaan Peserta Didik Baru (PPDB) Melalui Jalur Bina Lingkungan dan Faktor-Faktor apakah yang menjadi penghambat dalam Mengimplementasikan Peraturan Daerah Kota Bandar Lampung N0. 1 Tahun 2012 Tentang Penyelenggaraan Pendidikan Terhadap Sistem Penerimaan Peserta Didik Baru Melalui Jalur Bina Lingkungan. Penelitian ini merupakan penelitian hukum normatif. Pendekatan masalah menggunakan pendekatan peraturan perundang-undangan. Pengkajian masalah dilakukan dengan menelaah bahan hukum yang berkaitan dengan Undang-Undang Dasar 1945 Pasal 31 ayat 3, dan Undang- Undang No.20 Tahun 2003 Tentang Sistem Pendidikan Nasional, serta Peraturan Daerah No.1 Tahun 2012 Tentang Penyelenggaraan Pendidikan. Hasil penelitian menunjukan Implementasikan Peraturan Daerah Nomor 1 Tahun 2012 Tentang Penyelenggaraan Pendidikan melalui Penerimaan Peserta Didik Baru melalui jalur Bina Lingkungan yang dicanangkan oleh pemerintah ini serta sebagai realisasi amanat Undang-Undang seperti tersebut diatas adalah merupakan program yang sangat berpihak kepada segenap lapisan masyarakat, khususnya masyarakat yang berpenghasilan ekonomi rendah. Faktor-faktor penghambat yang ada Perlu disempurnakan dan dilakukan koordinasi yang lebih baik lagi antara pihak-pihak yang terlibat didalamnya serta perlunya informasi kepada masyarakat yang lebih intesif lagi terhadap prosedur pelaksanaan Penerimaan pendaftaran peserta didik baru melalui program jalur Bina Lingkungan ini. Kata Kunci : Masyarakat, informasi, Pendidikan Gratis. The objective of education is to educate the national life and to develop the whole people of Indonesia, especially those have faithfuliness and devotion to The Almighty God and those who have good characters, suficienthy educated and skilled, good health phisically and mentally, independent, and good responsibilty to their emvirontment and nationaly. The problem of the research is how does The Implementation of Regional Rules of Bandar Lampung City No 1 year of 2012 about The Educational Implementation Toward The System of New Student Recruitment Through Pre-prosperous Development Program. This research is a normative law research. The approach of the problem uses the law rules approach. The research of the problem is by observing the law material in realated with the UUD 1945 item 31 verse 3, and the rules No 20/2003 about The Education System, and also The Regional Rules No 1/20123 about The Iplementation of Education. The result of the research shows that the Implementation Regional Rules No.1/2012 about the implementation of education through the new student recruitment system through The Pre- prosperous Development Program that has been programent by the goverment and also done as the realitation of the rules as it is shown above is the program which is trully devoted to the whole part of society, especially the low rate in come people. The obsernation appeared need to be peofeetized and be coordineted in such a better way that all the stakeholders involved and also the neesary of the information to the society intensivelly toward the procedure of new student reevuitment system through The Pre-prosperous Development Program.
