Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Tujuan dari penulisan tesis ini adalah menganalisis urgensi Naskah Akademik dalam penyusunan Rancangan Peraturan Daerah dan menganalisis penyusunan naskah akademik yang diperlukan dalam mendukung pembentukan produk hukum daerah yang baik. Penulisan tesis ini menggunakan pendekatan secara yuridis normatif (legal research) yaitu merupakan studi dokumen, yakni dengan menggunakan sumber-sumber data sekunder saja yang berupa peraturah-peraturan, perundang-undangan, teori-teori hukum dan pendapat para sarjana hukum terkemuka. Hasil penelitian dan pembahasan menunjukkan bahwa urgensi Naskah Akademik untuk penyusunan naskah akademik dalam mendukung produk hukum yang baik sangat dibutuhkan sebagai acuan dan dasar serta batasan bagi perancang dan pembuat undang-undang dalam membentuk suatu peraturan daerah yang baik. Naskah akademik dirumuskan sebagai naskah yang dapat dipertanggungjawabkan secara ilmiah mengenai konsep yang berisi latar belakang, tujuan, sasaran yang ingin diwujudkan dan lingkup, jangkauan, obyek atau arah penagturan rancangan perundang-undangan. Keberadaan Naskah Akademik merupakan suatu yang wajib dan memiliki nilai yang sangat penting serta strategis dalam pembentukan peraturan perundang-undangan yang baik, karena penyusunan Naskah Akademik diawali dengan riset nilai-nilai yang ada di masyarakat, sehingga besar kemungkinan peraturan perundang-undangan yang dibuat berdasarkan Naskah Akademik akan diterima oleh masyarakat (bersifat responsif). Kata Kunci: Naskah Akademik, Pembentukan Produk Hukum Daerah The purpose of this thesis is to analyze the urgency of academic paper in the preparation of the Draft Regulation and analyze regional academic papers necessary to support the establishment of local regulations that either. This thesis approaches the normative juridical (legal research) which is the study of documents, by using secondary data sources are in the form of peraturah-regulation, legislation, legal theories and opinions of the leading legal scholars. The results of research and discussion showed that urgency to academic paper academic papers in support of good laws is needed as a reference and basis for the designer as well as limitations and lawmakers in forming a good local regulations. Formulated as an academic paper manuscript is scientifically the concept that contains background, goals, objectives to be achieved and the scope, range, object or direction penagturan draft legislation. The existence of an academic paper is compulsory and has a value that is very important and strategic in the formation of legislation which is good, because it begins with the preparation of the manuscript Academic research values that exist in the community, so it is probable legislation made under Manuscript will be accepted by the academic community (and responsive).
