Praktek dan perilaku rent seeking adalah suatu fenomena yang melibatkan seorang pejabat public dengan pelaku bisnis untuk mendapatkan kemudahan perizinan atas akses proyek-proyek pembangunan pemerintah. Sebagai imbalan atas jasanya, pejabat akan mendapatkan komisi dengan jumlah presentase tertentu dari nilai proyek. Penelitian ini bertujuan untuk mendeskripsikan sejauh mana aktifitas kebijakan perizinan dan praktek rent seeking yang terjadi pada perumahan bersubsidi, serta mengetahui empat indikator yang dikemukakan oleh Gordon Tullock yaitu, prosedur yang berisiaturan dalam pengurusan perizinan, biaya yang dikeluarkan untuk mengurus perizinan, efektivitas dalam idealnya perizinan dan efisiensi dalam hal perizinan perumahan. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian ini memperlihatkan bahwa terjadi praktek rent seeking di perumahan bersubsidi Kota Bandar Lampung. Dalam aspek prosedur, masih banyak prosedur/perizinan yang harus dilalui pihak developer, ini memunculkan indikasi adanya praktek tersebut. Dalam aspek biaya, biaya perizinan sangat banyak yang dikeluarkan dengan cara cepat untuk memperoleh perizinan. Dalam aspek efektivitas masih banyak developer menyalahgunakan aturan yang ada. Dalam aspek efisiensi harus meningkatkan pelayanan publik. Fenomena dari praktek rent seeking yang terjadi ini dikategorikan kedalam tipe rent extraction, yaitu kerjasama antara politisi dan birokrat yang saling berkolusi untuk mencari keuntungan agar dimudahkan dalam hal penguasaan lahan tanpa melalui proses perizinan. Kata Kunci: Biaya, Efektifitas, Efisiensi Pemburu Rente, Perumahan, Prosedur. Rent seeking practice and behavior is a phenomenon that involves a public official with a businessman to get the ease of licensing for access to government development projects. In return for services, officials will get a commission with a certain percentage of the project value. This study aims to describe the extent of licensing policies and practices of rent seeking that occur in subsidized housing, as well as knowing the four indicators proposed by Gordon Tullock, namely procedures that contain arrangements for licensing, costs incurred in managing permits, effectiveness in licensing and ideally efficiency in terms of housing permits. This study uses a descriptive method with a qualitative approach. The results of this study show that there is a practice of rent seeking in subsidized housing in Bandar Lampung City. In the aspect of procedures, there are still many procedures / permits that must be passed by the developer, this raises an indication of the existence of this practice. In the aspect of costs, the licensing fees are very much issued in a fast way to obtain permits. In terms of effectiveness, there are still many developers who abuse the rules. In terms of efficiency, public services must be improved. This phenomenon of rent seeking practices is categorized into rent extraction types, namely the collaboration between politicians and bureaucrats who collude with each other to look for profit to be facilitated in terms of land tenure without going through the licensing process.
