Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Masalah sengketa tanah yang sering terjadi dimasyarakat karena belum meratanya bukti surat kepemilikan tanah yang sah dimiliki oleh masyarakat. Karena itu, pemerintah pada tahun 2016 membuat kebijakan tentang percepatan persertifikatan tanah secara masal dan gratis yang dibiayai oleh pemerintah. Kebijakan ini disebut Pendaftaran Tanah Sistematis Lengkap (PTSL) yang tujuannya yaitu mensertifikatkan seluruh bidang tanah yang belum memiliki sertifikat dan mencegah sengketa dan konflik pertanahan serta meningkatkan perekonomian. Penelitian ini dilakukan untuk melihat keberhasilan implementasi kebijakan pendaftaran tanah sistematis lengkap (PTSL) di Kabupaten Lampung Tengah, penelitian ini menggunakan metode penelitian kualitatif deskriptif. Dari hasil penelitian menunjukkan bahwa kebijakan pendaftaran tanah sistematis lengkap (PTSL) di Kabupaten Lampung Tengah yang ditinjau dari teori Goerge C Edward dengan melihat empat indikator yaitu : komunikasi, sumberdaya, disposisi dan struktur birokrasi. Secara menyeluruh sudah berjalan sesuai target namun kebijakan ini kurang tepat sasaran dan belum optimal karena ada masih terdapat kendala-kendala seperti pengukuran dan pengentrian. Kata kunci : Kebijakan Publik, Implementasi, Sertifikasi Tanah. The problem of land disputes that often occurs in the community because there is no equitable proof of legal ownership documents owned by the community. Therefore, the government in 2016 made a policy on accelerating land certification for free and mass, which was funded by the government. This policy is called Complete Systematic Land Registration (PTSL) whose purpose is to certify all land parcels that do not yet have certificates and prevent land disputes and conflicts. This study was conducted to see the successful implementation of a complete systematic land registration policy (PTSL) in Central Lampung Regency, this study uses descriptive qualitative research methods. From the results of the study showed that a complete systematic land registration policy (PTSL) in Central Lampung Regency, reviewed from the theory of Goerge C Edward by looking at four indicators, namely: communication, resources, disposition and bureaucratic structure Overall had been running according to the target but not optimal because there were still There are constraints such as measurement and entry.
