Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pada Tahun 2019 telah terjadi pelanggaran kode etik pemilu oleh komisioner Komisi Pemilihan Umum (KPU) Provinsi Lampung, pelanggaran kode etik oleh penyelenggara pemilu akan berpengaruh negatif terhadap integritas pemilu. Tujuan penelitian ini untuk mengetahui penyebab terjadinya kasus pelanggaran kode etik tersebut. Penelitian menggunakan teori pluralisme dengan pendekatan institusionalisme (kelembagaan). Tipe penelitian adalah deskriptif kualitatif. Data dikumpulkan melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa ada dua faktor yang menyebabkan pelanggaran kode etik oleh anggota KPU Provinsi Lampung, yaitu faktor subjektif dan faktor objektif. Faktor subjektif adalah rendahnya kesadaran etik anggota KPU tersebut, yaitu melanggar etika dengan bertemu pihak-pihak yang mempunyai kepentingan secara langsung maupun tidak langsung dalam proses uji kelayakan dan kepatutan KPU Kabupaten/Kota di Provinsi Lampung. Faktor objektif adalah hal-hal yang terkait dengan tata kelola pemilu, terdiri dari empat, yaitu: (a). Sistem regulasi rekrutmen yang menjadi acuan dalam rekrutmen adalah Peraturan Komisi Pemilihan Umum (PKPU) Nomor 7 Tahun 2018 tentang Seleksi Anggota KPU Provinsi dan KPU Kabupaten/Kota, yaitu kewenangan hasil dari perangkingan ada di KPU Republik Indonesia (RI) bukan Tim Seleksi (Timsel) dan tidak adanya klasifikasi latar belakang pendidikan. (b). relasi kuasa, yaitu calon komisioner yang memiliki latar belakang Organisasi Masyarakat (Ormas) mendapat peluang yang besar dengan pengaruh jaringan/afiliasi organisasi (c). Aspek kultural, terkait persaudaraan dan pertemanan yaitu anggota KPU tersebut mempunyai hubungan pertemanan dengan calon anggota KPU Pesawaran sehingga menimbulkan perlakuan berbeda terhadap calon peserta lain. (d). sistem kontrol, yaitu tidak jelasnya ambang batas mengenai perilaku yang dapat diklasifikasikan kedalam pelanggaran kode etik. In 2019, there was a violation of the election code of ethics by the commissioner of the General Election Commission (KPU) of Lampung Province. Violation of the code of ethics by election administrators will negatively affect the integrity of the election. The purpose of the study is to determine the causes of cases of violations of the code of ethics. The research uses pluralism theory with the institutionalism approach (institutionalism). The type of research is descriptive qualitative. Data were collected through interviews and documentation. The results of the study indicate that there are two factors that cause violations of the code of ethics by members of the KPU Lampung Province, namely subjective factors and objective factors. The subjective factor is the low ethical awareness of the KPU members, namely violating ethics by meeting parties who have direct or indirect interests in the fit and proper test process of Regency/City KPU in Lampung Province. The objective factors are matters related to election governance, consisting of four, namely: (a) The recruitment regulation system that is used as a reference in recruitment is General Election Commission Regulation (PKPU) Number 7 of 2018 concerning the Selection of Provincial KPU Members and Regency KPU / City, namely the authority for the results of the ranking is in the KPU of the Republic of Indonesia (RI) not the Selection Team (Timsel) and there is no classification of educational background, (b) Power relations, namely candidates for commissioners who have a background in Community Organizations (Ormas) have the opportunity which has a large influence on the network/affiliation of the organization, (c) Cultural aspects, related to brotherhood and friendship, namely the KPU member has a friendly relationship with the Pesawaran KPU candidate member, causing different treatment to other prospective participants, (d) Control system, which is unclear threshold regarding behavior that can be classified as a violation of the code of ethics.
