Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Berdasarkan data yang dihimpun oleh Dinas Pemberdayaan Masyarakat Kota Bandar Lampung yang tertera dalam Rencana Strategis Dinas Pemberdayaan Masyarakat Kota Bandar Lampung Tahun 2021-2025, persentase Lembaga Kemasyarakatan yang aktif dalam pemberdayaan masyarakat pada akhir tahun 2020 adalah sebesar 40%, artinya kondisi dari Lembaga Kemasyarakatan di tingkat kelurahan perannya belum optimal. Berdasarkan permasalahan tersebut, tujuan dari penelitian ini adalah untuk mengetahui bagaimana upaya Dinas Pemberdayaan Masyarakat Kota Bandar Lampung dalam mengoptimalkan peran Lembaga Kemasyarakatan Kelurahan. Teori yang digunakan adalah teori pemberdayaan dengan tiga tahapan didalamnya yaitu penyadaran, pengkapasitasan, dan pendayagunaan. Penelitian ini menggunakan tipe penelitian deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Dinas Pemberdayaan Masyarakat Kota Bandar Lampung melaksanakan kegiatan pemberdayaan terhadap Lembaga Kemasyarakatan Kelurahan. Dalam tahap penyadaran telah dilaksanakan terhadap PKK, Posyandu, dan LPM. Kemudian untuk tahap pengkapasitasan dilakukan kepada PKK dan Posyandu tetapi belum sepenuhnya dilakukan dan belum menyeluruh ke semua kelurahan. Untuk pendayagunaan telah dilaksanakan melalui kegiatan Bulan Bhakti Gotong Royong Masyarakat atau Lomba Kelurahan terhadap PKK, Posyandu, dan LPM tetapi belum sepenuhnya dilakukan dan belum menyeluruh ke semua kelurahan. Sedangkan Karang Taruna belum dilaksanakan pemberdayaan. Upaya pemberdayaan Lembaga Kemasyarakatan Kelurahan yang dilakukan oleh Dinas Pemberdayaan Masyarakat Kota Bandar Lampung belum optimal. ABSTRACT THE EFFORT OF BANDAR LAMPUNG COMMUNITY EMPOWERMENT DEPARTMENT IN OPTIMIZING THE ROLE OF KELURAHAN COMMUNITY INSTITUTIONS By Mahgribi Anjas Romadhon Based on the data compiled by the Bandar Lampung City Community Empowerment Service which is listed in the Strategic Plan of the Bandar Lampung City Community Empowerment Service for 2021-2025, the percentage of community institutions that are active in community empowerment at the end of 2020 is 40%, meaning that the condition of the community institutions in the role of the kelurahan level has not been optimal. Based on these problems, the purpose of this research is to find out how the efforts of the Bandar Lampung City Community Empowerment Service in optimizing the role of Kelurahan Community Institutions. The theory used is the theory of empowerment with three stages in it, namely awareness, capacity, and utilization. This research uses descriptive qualitative research with data collection techniques through interviews, observation and documentation. The results of this study indicate that the Bandar Lampung City Community Empowerment Service carries out empowerment activities for Kelurahan Community Institutions. In the awareness stage, PKK, Posyandu, and LPM have been carried out. Then for the capacity building stage, it was carried out for PKK and Posyandu but it had not been fully carried out and had not been fully implemented in all urban villages. For utilization, it has been carried out through the Community Service Month of Mutual Cooperation or Village Competition against PKK, Posyandu, and LPM but it has not been fully implemented and has not been comprehensively applied to all urban villages. Meanwhile, Karang Taruna empowerment has not yet been implemented. Efforts to empower Village Community Institutions carried out by the Bandar Lampung City Community Empowerment Service have not been optimal.
