ABSTRAK IMPLEMENTASI KEBIJAKAN RAPID TEST SEBAGAI SYARAT PERJALANAN UDARA PADA ERA NEW NORMAL DI PROVINSI LAMPUNG Oleh MUHAMMAD SYARIEF DHARMAWAN Kasus terkonfirmasi Coronavirus Disease 2019 (COVID-I9) di Indonesia terus berpotensi meningkat akibat dibukanya kembali moda transportasi perjalanan udara. Salah satu upaya untuk mencegah dan memutus rantai penyebaran Coronavirus Disease (COVID-19) akibat perjalanan orang yaitu dengan diterbitkannya kebijakan rapid test sebagai syarat wajib bagi pelaku perjalanan. Ketentuan rapid test sebagai syarat perjalanan udara dimuat dalam Surat Edaran Satuan Tugas Penanganan COVID-19 Nomor 5 Tahun 2021 tentang Ketentuan Perjalanan Orang Dalam Negeri pada Masa Pandemi Coronavirus Disease 2019 (COVID-19). Permasalahan dalam penelitian ini adalah: (1) Bagaimanakah implementasi kebijakan rapid test sebagai syarat perjalanan udara pada era new normal di Bandar Udara Internasional Radin Inten II Lampung? (2) Faktor- faktor apakah yang menjadi penghambat dalam implementasi kebijakan rapid test sebagai syarat perjalanan udara pada era new normal di Bandar Udara Internasional Radin Inten II Lampung? Penelitian ini menggunakan pendekatan normatif dan empiris. Jenis data terdiri dari data primer dan sekunder. Analisis data menggunakan analisis deskriptif kualitatif. Hasil penelitian ini menunjukkan (1) Pelaksanaan rapid test sebagai syarat perjalanan udara di Bandar Udara Radin Inten II Lampung mengacu pada Surat Edaran Satuan Tugas Penanganan COVID-19 Nomor 5 Tahun 2021. (2) Faktor penghambat dalam Pelaksanaan kebijakan rapid test sebagai syarat perjalanan udara di Bandar Udara Radin Inten II Lampung yaitu: belum ada pemerataan fasilitas RT-PCR di Provinsi Lampung, masih lemahnya pengawasan dalam penerapan kebijakan, penegakan sanksi yang tidak jelas, banyak calon penumpang yang mengabaikan protokol kesehatan serta ketidaktahuan masyarakat akan pentingnya protokol kesehatan. Saran dalam penelitian ini adalah: (1) perlunya pemerataan fasilitas RT-PCR di Provinsi Lampung, (2) perlunya pengawasan khusus oleh Satuan Tugas Penanganan COVID-19 Daerah dan dibantu oleh otoritas penyelenggara transportasi umum, (3) perlunya penegakkan sanksi oleh pemerintah kepada pelaku perjalanan yang terbukti melakukan pemalsuan surat keterangan hasil rapid test (4) perlu adanya sosialisasi mengenai pentingnya protokol kesehatan bagi masyarakat di tempat dan fasilitas umum. ABSTRACT IMPLEMENTATION OF RAPID TEST POLICIES AS A PREREQUISITE NEW NORMAL AIR TRAVEL IN LAMPUNG PROVINCE By MUHAMMAD SYARIEF DHARMAWAN Confirmed case of Coronvirus Disease 2019 (COVID-I9) in Indonesia continues to potentially increase due to the re-opening of modes of transport air travel. One of the efforts to prevent and break the chain of spread of Coronavirus Disease (COVID-19) due to the travel of people that is with publication policy of rapid test as a mandatory requirement for the perpetrators of the trip. The provisions of the rapid test as a condition of travel of the air contained in the Circular Letter of the Task force Handling the COVID-19 Number 5 in 2021 about the Provisions of the Travel of People In the Country during The Pandemic Coronavirus Disease 2019 (COVID-19). The problem in this research is: (1) How the implementation of the policy of rapid test as a condition of air travel in the era of the new normal in International Airport Radin Inten II Lampung? (2) Whether the Factors that become an obstacle in the implementation of the policy of rapid test as a condition of air travel in the era of the new normal in International Airport Radin Inten II Lampung? This study uses a normative approach and empirical. The type of data consists of primary and secondary data. Data analysis using qualitative descriptive analysis. The results of this study indicate (1) the Implementation of the rapid test as a condition of air travel in the Radin Inten II Airport Lampung refers to the Circular Letter of the Task force Handling the COVID-19 Number 5 in 2021.(2) the inhibiting Factors in the Implementation of the policy of the rapid test as a condition of air travel in the Radin Inten II Airport Lampung, namely: there has been no equitable distribution of facilities RT-PCR in the Province of Lampung, still weak supervision in the implementation of the policy, the enforcement of sanctions is not clear, many of the passengers who ignore the protocol health as well as the public ignorance of the importance of the protocol health. Suggestions in this study are: (1) the need for equitable distribution of facilities RT-PCR in the Province of Lampung, (2) the need for special supervision by the Task force Handling of COVID-19 Area and assisted by the authority of the organizers of public transportation, (3) the necessity of the enforcement of sanctions by the government to the perpetrators of the journey of a proven forgery of certificate of the results of the rapid test (4) need for socialization about the importance of the protocol for public health in places and public facilities.
