ABSTRACT BANDAR LAMPUNG MAYOR ELECTION VULNERABILITY ELECTION 2020 By YUDHA PRIYANDA The election vulnerability index (IKP) issued by the RI Bawaslu places Bandar Lampung City as an area with a high IKP score in the context of the organizers, namely 54.6, the highest score is in Lampung, and the participation context is with a score of 55.35. The purpose of this study is to determine the vulnerability of elections in the context of the organizers, and to determine the factors driving and inhibiting participation in the 2020 Bandar Lampung mayoral election. The research theory is Lopez-Pintor quoted in Ilham Yamin (2020:9) regarding electoral fraud and malpractice, factors forming part of Milbarth's participation in Pangky Febrianto (2019:166), and the principles of election organizers Ardiles Mewok et al (2015:18). This research method is a qualitative descriptive approach. Data collection techniques by observation, interviews, documentation. The results of this study indicate that election vulnerabilities from the organizer's side can be said to be vulnerable from several aspects and not vulnerable in other aspects based on the principles of the organizers being fulfilled and not being fulfilled. The participation side shows that the election of the mayor of Bandar Lampung is vulnerable because of the factors that encourage and inhibit existing participation. ABSTRAK KERAWANAN PEMILU PEMILIHAN WALIKOTA BANDAR LAMPUNG 2020 Oleh YUDHA PRIYANDA Indeks kerawanan pemilu (IKP) yang dikeluarkan oleh Bawaslu RI menempatkan Kota Bandar Lampung sebagai daerah dengan skor IKP tinggi dalam konteks penyelenggara yakni 54,6 skor tersebut tertinggi di Lampung, dan konteks partisipasi yaitu dengan skor 55,35. Tujuan penelitian ini adalah untuk mengetahui kerawan pemilu dalam konteks penyeleggara, dan untuk mengetahui faktor pendorong serta penghambat partisipasi pada pemilihan walikota Bandar Lampung 2020. Teori penelitian adalah Lopez-Pintor yang dikutip dalam Ilham Yamin (2020:9) mengenai kecurangan dan malpraktik pemilu, faktor pembentuk partisipasi Milbarth dalam Pangky Febrianto (2019:166), dan prinsip-prinsip penyelenggara Pemilu Ardiles Mewok dkk (2015:18). Metode penelitian ini adalah kualitatif pendekatan deskirptif. Teknik pengumpulan data dengan observasi, wawancara, dokumentasi. Hasil penelitian ini menunjukan bahwa kerawanan pemilu dari sisi penyelenggara dapat dikatakan rawan dari beberapa aspek dan tidak rawan pada aspek lainya berdasarkan prinsip-prinsip penyelenggara yang terpenuhi dan tidak terpenuhi. Sisi partisipasi menunjukan bahwa pemilihan walikota Bandar Lampung rawan oleh sebab faktor pendorong dan penghambat partisipasi yang ada. Kata Kunci : IKP, Bandar Lampung, skor tertinggi.
