Abstract
Abstrak Bahasa Indonesia Kebijakan pemerintah Kota Bandar Lampung tentang penggunaan lahan untuk membangun infrastruktur pendukung perkembangan kota telah memberikan dampak negatif bagi keberlangsungan lingkungan di Kota Bandar Lampung. Minimnya lahan yang dimiliki oleh pemerintah Kota Bandar Lampung, mengakibatkan fungsi lahan ruang terbuka hijau Taman Hutan Kota Way Halim dialihfungsikan menjadi lahan untuk kawasan pengembangan ekonomi dan bisnis oleh pemerintah. Melalui kebijakannya, pemerintah Kota Bandar Lampung mengubah fungsi Taman Hutan Kota Way Halim yang awalnya berfungsi sebagai ruang terbuka hijau kini menjadi kawasan pengembangan bisnis. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang menyebabkan Taman Hutan Kota Way Halim dialih fungsikan menjadi kawasan pengembangan ekonomi dan bisnis. Penelitian ini menggunakan penelitian studi kasus dengan pendekatan deskriptif. Data yang diperoleh dalam penelitian ini adalah data primer yaitu hasil dari wawancara bersama beberapa informan, dan data sekunder yaitu dari dokumen-dokumen yang diperoleh dari berbagai sumber. Hasil penelitian ini menunjukkan bahwa faktor yang menyebabkan pengalihfungsian Taman Hutan Kota Way Halim menjadi kawasan bisnis adalah (1) adanya izin dari pemerintah Kota Bandar Lampung terdahulu (2) kepentingan ekonomi dari pemerintah Kota Bandar Lampung. Kebijakan pengalihfungsian Taman Hutan Kota Way Halim menjadi kawasan bisnis yang dilakukan oleh pemerintah tersebut memberikan beberapa dampak. Pertama, masyarakat sekitar kehilangan tempat berinteraksi dan beraktifitas seperti yang sering dilakukan di kawasan tersebut. Kedua, jumlah ruang terbuka hijau di Kota Bandar Lampung kian menurun dan menjauh dari standar 30%, dan ketiga, perubahan lingkungan di masa yang akan datang. Through its policies, the government changed the function of Way Halim City Forest Park which initially serves as a green open space is now the business development area. This study aims to determine whether the factors that led to Park City Forest Way Halim converted into regional economic and business development. This research use a case study with descriptive approach. The data obtained in this study is primary data that is the result of interviews of several informants, and secondary data from documents obtained from various sources. The results of this study indicate that factors cause function changing of Way Halim City Forest Park became the business district are (1) the consent of the government's previous Bandar Lampung (2) the economic interests of the government of Bandar Lampung. Policy transfer function of the way Halim Forest Park City to the business district undertaken by the government to give some impact. First, communities displaced interact and activities as is often done in the region. Second, the amount of green space in Bandar Lampung city slowing down or away from the standard 30%, and the third, environmental changes in the future.
