Abstract
Abstrak Bahasa Indonesia Adanya fenomena surat keputusan ganda dalam proses Rekrutmen Calon Gubernur dan Wakil Gubernur oleh DPD PDI-Perjuangan Provinsi Lampung Tahun 2013, membuat proses pendaftaran pasanganan calon gubernur dan wakil gubernur di komisi pemilihan umum provinsi lampung menjadi terhambat. Sehingga penulis ingin mengetahui bagaimana proses rekrutmen yang dilakukan oleh DPD PDI-perjuangan Provinsi Lampung. Penelitian ini menggunakan tipe penelitian deskriptif melalui pendekatan kualitatif. Teknik pengumpulan data berupa wawancara, dokumentasi dan penelitian pustaka. Berdasarkan hasil penelitian, dapat diketahui bahwa DPD PDI-Perjuangan Provinsi Lampung sudah menjalankan proses rekrutmen politik melalui tahapan sertifikasi, tahapan penominasian, dan tahapan pemilu. Melalui tahapan-tahapan tersebut dapat dilihat bahwa DPD PDI-Perjuangan Provinsi Lampung sudah menjalankan tahapan sertifikasi dengan terbuka, hal dapat dilihat dari syarat dan prosedur untuk menampilkan sosok calon kepala daerah dapat diketahui secara luas melalui media massa sehingga masyarakat dapat menilai kemampuan elit politiknya. Dalam tahapan penominasian DPD juga sudah melakukan tahapan rekrutmen secara terbuka dengan melakukan survey di masyarakat mengenai rekam jejak beberapa sosok calon kepala daerah yang mendaftar melalui PDI-Perjuangan. Selanjutnya DPD juga telah melaksanakan tahapan pemilu dengan mengeluarkan surat keputusan rekomendasi penetapan calon kepala daerah yang diusung oleh PDI-Perjuangan, dalam tahapan ini bersifat tertutup dikarenakan hanya intern partai yang dilibatkan dalam proses tersebut. So the writer wanted to know how the recruitment process conducted by the PDI-Perjuangan Lampung Province. This study uses descriptive type through a qualitative approach. Data collection techniques such as interviews, documentation and research libraries. Based on the research results, it can be seen that the PDI-Perjuangan Lampung Province has run political recruitment process through the certification stage, the stages of nomination and election stages. Through these stages can be seen that the PDI-Perjuangan Lampung Province has been run by the certification stage is open, it can be seen from the requirements and procedures for displaying the figure head candidate region is known widely through the mass media so that the public can assess the ability of the political elite. In the nomination stage DPD has also done openly recruitment stage by conducting a survey in the community about the track record of some figure candidates who apply through the local head of the PDI-P. Furthermore DPD has also conducted the election stage by issuing a decree on establishment of regional head candidates promoted by the PDI-P, in this stage are closed due to internal only party involved in the process.
