Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

The existence of the COVID-19 pandemic in Indonesia that infects most people in Indonesia has prompted President Joko Widodo to make a PSBB (Large-Scale Social Restrictions) policy in which all Indonesians must stay at home. The existence of these social restrictions, one of which is in Pesawaran Regency, MSME actors are suffering greatly from the conditions of the Covid-19 Pandemic. After that, there were 3086 MSMEs that did not receive assistance from the MSME and Cooperatives Service. The theory used is the Theory of Construction. Data collection techniques in this study are observation, interviews and documentation. The results of this study indicate that it is true that the MSME and Cooperative Office does not have a policy to help MSMEs that have been affected by COVID-19. Therefore, this study finds out how the impact of social restriction policies on the development of MSMEs in Pesawaran Regency. Keyword : PSBB, UMKM and Cooperatives Service, UMKM. Adanya pandemi covid-19 yang ada di Indonesia yang menginfeksi sebagian besar masyarakat di Indonesia yang membuat Presiden Joko Widodo membuat kebijakan PSBB (Pembatasan Sosial Berskala Besar) yang mana seluruh masyarakat Indonesia harus dirumah saja. Adanya pembatasan sosial ini sangat mempengaruhi beberapa aspek khususnya pada aspek ekonomi terkait dengan UMKM di Kabupaten Pesawaran, setelah itu UMKM yang berjumlah 3086 tidak mendapatkan bantuan dari Dinas Koperasi dan UMKM. Dalam hal ini peneliti menggunakan teori peran Pemerintah Daerah terkait dengan peran sebagai fasilitator, regulator dan katalisator. Teknik pengumpulan data pada penelitian ini yaitu observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa benar Dinas Koperasi dan UMKM tidak berperan karena Pemerintah Kabupaten Pesawaran melalui Dinas Koperasi dan UMKM tidak melakukan peranya sebagai fasilitator, regulator dan katalisator. Kata Kunci : PSBB, Dinas Koperasi dan UMKM, Pelaku UMKM.
