Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Aktivitas perompakan dan terorisme di wilayah Laut Sulu yang mencakup perairan Indonesia, Malaysia, dan Filipina telah menyebabkan berbagai kerugian baik secara ekonomi ataupun keamanan dan telah di kenal sebagai salah satu perairan berbahaya di dunia. Oleh karena itu, Indonesia bersama Malaysia dan Filipina, membentuk suatu kerangka kerja sama kemaritiman yang disebut dengan Trilateral Maritim Patrol Indomalphi (INDOMALPHI) yang bertujuan untuk menanggulangi ancaman terorisme. Penelitian ini menganalisis diplomasi pertahanan dalam implementasi Trilateral Maritime Patrol Indomalphi (TMPI) guna menangulangi ancaman terorisme di Laut Sulu dalam rentan waktu 2016- 2020. Selain itu, juga dijelaskan berbagai ancaman terorisme di Laut Sulu. Data yang digunakan dalam penelitian ini adalah jenis data sekunder melalui studi kepustakaan penelusuran data online, wawancara dan dokumentasi yang diperoleh khususnya dari laman resmi Kementrian Pertahanan dan juga laman resmi kedutaan besar Malaysia dan Filipina di Indonesia. Penelitian ini menggunakan metode penelitian kualitatif dan dengan mengacu pada konsep diplomasi pertahanan, konsep kerja sama internasional, dan konsep keamanan maritim. Hasil dari penelitian ini memperlihatkan bahwa Kerjasama Internasional yang dibangun melalui kesepakatan ketiga negara, menghasilkan TMPI yang memberikan efisiensi dalam mengatasi ancaman dengan tujuan memanfaatkan kesamaan kepentingan dalam melindungi keamanan maritim atas aktivitas perompakan dan terorisme. Kata Kunci: Trilateral Maritime Patrol, Kerja Sama, Indonesia-Malaysia- Filipina Piracy and terrorism activities in the Sulu Sea region which includes the waters of Indonesia, Malaysia, and the Philippines have caused various economic and security losses and have been recognized as one of the most dangerous waters in the world. Therefore, Indonesia, together with Malaysia and the Philippines, formed a maritime cooperation framework called the Indomalphi Trilateral Maritime Patrol (INDOMALPHI) which aims to tackle the threat of terrorism. This study analyzes defense diplomacy in the implementation of the Trilateral Maritime Patrol Indomalphi (TMPI) in order to overcome the threat of terrorism in the Sulu Sea in the 2016-2020 period. In addition, various threats of terrorism in the Sulu Sea were also explained. The data used in this study are secondary data types through online data retrieval literature studies, interviews and documentation obtained especially from the official website of the Ministry of Defense and also the official website of the Malaysian and Philippine embassies in Indonesia. This study uses qualitative research methods and with reference to the concept of defense diplomacy, the concept of international cooperation, and the concept of maritime security. The results of this study show that International Cooperation which was built through the agreement of the three countries, produces TMPI which provides efficiency in overcoming threats with the aim of utilizing common interests in protecting maritime security against piracy and terrorism activities.
