ABSTRAK STUDI EVALUASI PROGRAM BINA LINGKUNGAN KAITANNYA DALAM PEMBENTUKAN KARAKTER SISWA SMP NEGERI 6 BANDAR LAMPUNG Oleh RINA MARYANI Pendidikan merupakan dasar yang paling penting pengaruhnya dalam perkembangan dan pertumbuhan manusia. Langkah atau cara pemerintah dalam meningkatkan pendidikan yaitu dengan melaksanakan program bina lingkungan. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif. Tujuan dari penelitian ini yaitu mengevaluasi pelaksanaan penerimaan siswa program bina lingkungan dan kaitannya dalam pembentukan karakter siswa SMP N 6 Bandar Lampung. Hasil penelitian menunjukkan bahwa telah ditemukan proses penerimaan siswa bina lingkungan dalam seleksi berkas di salah gunakan oleh masyarakat tertentu demi mendapatkan sekolah gratis. Selain itu, karakter siswa/i bina lingkungan mayoritas sikap dan perilakunya tidak sopan terhadap guru serta capaian hasil belajar yang diperoleh siswa bina lingkungan rendah. Kemudian sikap moral dan perilaku siswa/i bina lingkungan dalam proses pembelajaran di kelas terlihat kurang sopan dengan guru dimana siswa/i bina lingkungan pada saat proses pembelajaran sering meremehkan dan tidak memperhatikan materi yang disampaikan oleh guru dan sering izin keluar kelas dengan berbagai macam alasan. Berdasarkan hasil evaluasi, karakter pengetahuan, moral dan perilaku siswa SMP Negeri 6 Bandar Lampung yang terbentuk dan berkriteria baik untuk kelas 7 sebanyak 53%, kelas 8 mencapai 65%, dan kelas 9 mencapai 74% serta capaian hasil beajar siswa bina lingkungan ditemukan lebih rendah dibandingkan dengan siswa non-bina lingkungan hal tersebut tidak sesuai dengan yang diharapkan, memunculkan sebuah ketidak percayaan pemerintah terhadap masyarakat karena program bina lingkungan ini dalam lapangan nyatanya tidak tertuju kepada siswa berprestasi dan masyarakat yang membutuhkan. Program bina lingkungan saat ini banyak diterima oleh masyarakat yang mampu dan tidak memiliki prestasi. The government's step or method in improving education is by implementing a community development program. This research is a descriptive study using a qualitative approach. The purpose of this study is to evaluate the implementation of student admissions for the community development program and its relation to the character building of students at SMP N 6 Bandar Lampung. The results showed that it was found that the process of accepting community development students in the selection of files was misused by certain people in order to get free schools. In addition, the majority of students' character in environmental development have impolite attitudes and behavior towards teachers and the achievement of learning outcomes obtained by students in environmental development is low. Then the moral attitudes and behavior of students in the development of the environment in the learning process in the classroom look impolite with the teacher where students in developing the environment during the learning process often underestimate and do not pay attention to the material presented by the teacher and often leave class for various reasons. Based on the results of the evaluation, the character of knowledge, morals and behavior of SMP Negeri 6 Bandar Lampung students who were formed and had good criteria for grade 7 was 53%, grade 8 reached 65%, and grade 9 reached 74% and the learning outcomes of environmental development students were found to be lower. compared to non-environmental development students, this is not as expected, giving rise to a distrust of the government towards the community because this community development program in the field is in fact not aimed at outstanding students and people in need.
