Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Berdasarkan Peraturan Daerah Provinsi Lampung Nomor 10 Tahun 2013 bahwa Setiap penyandang disabilitas memiliki hak yang sama bagi tenaga kerja penyandang disabilitas untuk memperoleh pekerjaan sesuai persyaratan dan kualifikasi pekerjaan dengan kemampuan, kompetensi, jenis, dan derajat kedisabilitasannya. Tujuan penelitian ini adalah melihat implementasi kebijakan pemenuhan hak penyandang disabilitas dalam memperoleh pekerjaan dengan program seleksi CPNS Kota Bandar Lampung Tahun 2018. Metode penelitian ini adalah deskriptif dengan pendekatan kualitatif menggunakan model impelementasi Daniel Mazmanian dan Paul Sabatier yaitu karakteristik masalah, karakteristik isi kebijakan dan lingkungan kebijakan. Hasil penelitian menunjukan bahwa kebijakan Pemerintah Kota Bandar Lampung telah berjalan optimal meski terdapat kelemahan. Hal ini dapat terlihat dari kriteria karakteristik masalah dimana tingginya angka disabilitas di Bandar Lampung dapat ditekan dengan bantuan pemerintah berupa terselenggaranya pelatihan dan pemberdayaan guna menyalurkan bakat dan skill dari para disabilitas tersebut. Selanjutnya pada kriteria karakteristik isi kebijakan semua indikator terlaksana dimana program seleksi CPNS menjadi salah satu solusi dan strategi pemerintah Kota Bandar Lampung dalam memecah angka penangguran dan mensejahterahkan kehidupan penyandang disabilitas. Namun kelemahan yang terdapat pada program ini yaitu tidak semua instansi pemerintahan membuka formasi khusus disabilitas dan kuota penerimaan nya masih sedikit serta persoalan pada sosialisasi. Meski begitu pada kriteria lingkungan kebijakan menunjukan bahwa masyarakat sangat mendukung serta menyambut baik adanya program tersebut. Pemerintah telah dinilai konsisten dalam pengimplementasian kebijakan pemenuhan hak ketenagakerjaan penyandang disabilitas. Kata Kunci : Implementasi, Kebijakan, Penyandang Disabilitas. Based on the Regional Regulation of Lampung Province Number 10 of 2013 persons with disabilities of productive age are required to get decent work. However, the reality is that it is still very difficult for persons with disabilities to get a job. The purpose of this study is to see the implementation of policies to fulfill the rights of persons with disabilities in obtaining employment with the CPNS City Bandar Lampung selection program in 2018. This metode of research is descriptive with a qualitative approach using Daniel Mazmanian and Paul Sabatier's implementation models, namely problem characteristics, policy content characteristics and policy environment. The results of the study based on this implementation model indicate that the Bandar Lampung City Government policy has been running optimally even though there are weaknesses. This can be seen from the criteria for the characteristics of the problem where the high number of disabilities in Bandar Lampung can be suppressed with government assistance in the form of training and empowerment to channel the talents and skills of these people with disabilities. Furthermore, in the criteria for the characteristics of the content of the policy all indicators have been met where the CPNS selection program becomes one of the solutions and strategies of the Bandar Lampung City Government in solving the unemployment rate and the welfare of people with disabilities. However, the weakness of this program is that not all government agencies open special formations for disabilities and the quota for admission is still small and there are problems with socialization. Even so, the criteria for the policy environment show that the community is very supportive and welcomes the program. The government has been considered consistent in implementing policies to fulfill the labor rights of persons with disabilities. Keywords: Implementation, Policy, Disabilities.
