Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Sejak tahun 2006 hingga 2021 kebijakan penghapusan kekerasan terhadap anak telah mengalami 5 kali perubahan. Perubahan kebijakan terjadi namun belum menunjukkan keberhasilan yang signifikan. Penelitian ini akan fokus melihat potret tersebut. Penelitian ini fokus pada kajian dinamika kebijakan penghapusan kekerasan terhadap anak di Provinsi Lampung tahun 2006-2021 dengan menggunakan teori four Is Peters. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Data penelitian diambil dengan cara studi dokumentasi dan wawancara mendalam. Hasil penelitian menunjukkan ide dinamika kebijakan penghapusan kekerasan terhadap anak di Provinsi Lampung dipengaruhi oleh perjanjian Convention On The Right Of The Child 1989. Perjanjian konvensi tidak berperan sebagai rujukan utama melainkan sifatnya tentative. Hal tersebut disebabkan adanya pengaruh atas hak otonomi daerah dan kebutuhan empiris. Dinamika kebijakan hadir untuk mengakomodir berbagai kepentingan seperti; pemenuhan evaluasi konvensi, desakan atas pemahaman kritis masyarakat terhadap perjanjian konvensi dan peran pemerintah untuk menekan angka kekerasan anak. Kompilasi kepentingan-kepentingan tersebut secara alami telah menjadi pengawas pemerintah Provinsi Lampung untuk memperbaharui kebijakan kekerasan anak. Adapun lembaga yang cukup memiliki pengaruh terhadap dinamika kebijakan ini yaitu Kementrian PPPA, DPRD dan lembaga masyarakat melalui langkah audiensi dan advokasi. Individu dibalik dinamika kebijakan datang dari berbagai latar belakang yaitu individu di dalam lembaga masyarakat, individu di dalam instansi pemerintahan dan rezim penguasa. Signifikansi waktu menunjukkan dinamika kebijakan penghapusan kekerasan terhadap anak di Provinsi Lampung masih memiliki banyak kekurangan, sehingga keberhasilan perubahan kebijakan masih minim terlihat. Kata Kunci: Dinamika Kebijakan, Kekerasan, Anak. From 2006 to 2021 the policy for eliminating violence against children has undergone 5 changes. Policy changes occur but have not shown significant success. This research will focus on looking at the portrait. This research focuses on studying the dynamics of policies to eliminate violence against children in Lampung Province in 2006-2021 using the Four Is Peters theory. This research uses a descriptive qualitative research method. The research data was taken through documentation studies and in-depth interviews. The results of the study show that the idea of the dynamics of the policy of eliminating violence against children in Lampung Province is influenced by the 1989 Convention On The Right Of The Child agreement. The convention agreement does not act as the main reference but is a tentative reference. This is due to the influence of regional autonomy rights and empirical needs. Policy dynamics exist to accommodate various interests such as; fulfillment of convention evaluations, pressure on the community's critical understanding of convention agreements, and the role of the government to reduce child violence rates. The compilation of these interests has naturally become the supervisor of the Lampung Provincial government to renew the policy of child abuse. The institutions that have sufficient influence on the dynamics of this policy are the PPPA Ministry, DPRD, and community institutions through hearings and advocacy. Individuals behind the dynamics of policy come from various backgrounds, namely individuals in community institutions, individuals in government agencies, and ruling regimes. The significance of time shows that the dynamics of policies to eliminate violence against children in Lampung Province still have many shortcomings so that the success of policy changes is still minimal.
