Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Berdasarkan UU No 23 Tahun 2014, sejak 2017 terdapat 1043 SMA/SMK se-Provinsi Lampung melaksanakan alih kelola kewenangan pendidikan dari kota/kabupaten kepada Pemerintah Provinsi Lampung, guna pemerataan dan peningkatan mutu pembelajaran, termasuk di wilayah terdepan, terluar, tertinggal (3T). Penelitian ini tipe deskriptif dengan pendekatan kualitatif, untuk mengetahui dampak kebijakan dari aspek pemberdayaan guru, memakai tipe evaluasi Finsterbusch serta Motz, single program before after di SMAN 1 Bangkunat Belimbing dengan indikator (1) Pengembangan serta pelatihan, (2) Pelibatan dalam proses pengambilan keputusan, (3) Kewenangan, (4) Kemandirian. Keseluruhan indikator dilihat serta diukur dengan faktor pemberdayaan menurut Snell & Bohlander, yakni Partisipasi, Inovasi, Akses Informasi serta Akuntabilitas. Hasil penelitian menunjukkan ada dampak positif dan negatif alih kewenangan pengelolaan pendidikan dari pemerintah Kabupaten Pesisir Barat kepada pemerintah Provinsi Lampung. Masing-masing indikator pemberdayaan guru menggambarkan aktivitas yang dilakukan oleh para guru dalam menjalankan tugas dan tanggungjawabnya sebagai pendidik di sekolah wilayah 3T, yang dipengaruhi oleh keempat faktor tersebut dan mengakibatkan perubahan kelompok sasaran berupa pemberdayaan guru. Selain itu muncul faktor lain yang menghambat aktivitas pemberdayaan guru yakni faktor penghasilan guru serta faktor pandemi Covid 19 berupa aturan PPKM dan kebijakan pemerintah pusat untuk refocusing anggaran pendidikan. Kata Kunci: Alih Kelola, Pemberdayaan Guru, Daerah 3T abstract Based on Law No. 23 of 2014, since 2017 there have been 1043 SMA/SMK in Lampung Province carrying out the transfer of management of education authority from the city/regency to the Lampung Provincial Government, for equitable distribution and improving the quality of learning, including in the frontier, outermost, underdeveloped areas (3T). This research is a descriptive type with a qualitative approach, to determine the impact of policies from the aspect of teacher empowerment, using Finsterbusch and Motz evaluation types, single before after program at SMAN 1 Bangkunat Belimbing with indicators (1) Development and training, (2) Involvement in the decision-making process, (3) Authority, (4) Independence. All indicators are seen and measured by empowerment factors according to Snell & Bohlander, namely Participation, Innovation, Access to Information and Accountability. The results of the study indicate that there are positive and negative impacts on the transfer of education management authority from the Pesisir Barat Regency government to the Lampung Provincial government. Each teacher empowerment indicator describes the activities carried out by teachers in carrying out their duties and responsibilities as educators in 3T schools, which are influenced by certain factors and result in changes to the target group in the form of teacher empowerment. In addition, there are other factors that hinder teacher empowerment activities, namely the teacher's income factor and the COVID-19 pandemic factor in the form of PPKM regulations and central government policies for refocusing the education budget Keywords: Transfer management, teacher empowerment, 3T area
