Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

ASEAN Decade of Persons with Disabilities 2011-2020 merupakan kesepakatan anggota ASEAN terhadap isu hak penyandang disabilitas di ASEAN. Sebagai rezim HAM internasional terkait disabilitas di ASEAN, ASEAN Decade of Persons with Disabilities 2011-2020 memiliki konsekuensi perilaku patuh atau tidak patuh dari aktor yang terlibat. Tujuan dari penelitian ini adalah untuk melihat kepatuhan Indonesia terhadap ASEAN Decade of Persons with Disabilities 2011-2020. Penelitian ini menggunakan menggunakan konsep rezim internasional serta teori kepatuhan rezim, dengan perspektif neoliberal institusional. Penelitian ini merupakan penelitian deskriptif kualitatif, dengan jenis dan sumber data berupa data sekunder, dengan teknik pengumpulan data berupa studi dokumen. Dokumen-dokumen diperoleh dari situs resmi ASEAN, situs resmi AICHR, situs resmi berbagai kementerian, dan situs web kredibel lainnya yang relevan dengan penelitian ini. Kemudian, analisis data dilakukan melalui tiga tahap: kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa ASEAN Decade of Persons with Disabilities 2011-2020 dibentuk karena anggota ASEAN memiliki tujuan kolektif yang ingin dicapai yaitu mencapai Masyarakat ASEAN dan anggota ASEAN sepakat bahwa isu disabilitas merupakan isu yang tertanam dalam tiga pilar Masyarakat ASEAN. Sebagai negara yang menginisiasi pembentukan rezim tersebut, Indonesia telah mematuhi ASEAN Decade of Persons with Disabilities 2011-2020. Indonesia memilih sikap patuh agar negara lain juga ikut mematuhi rezim tersebut atas dasar konsesi yang ingin dicapai. Sehingga, kerja sama yang tercipta dari kepatuhan anggota terhadap rezim dapat memberikan keuntungan nasional dengan efisien. Selain itu, Indonesia menghindari kemungkinan risiko biaya peluang jika tidak mematuhi rezim: menurunnya kredibilitas dan reputasi yang dimiliki Indonesia di ASEAN. Kata kunci: rezim internasional, kepatuhan rezim, ASEAN, hak penyandang disabilitas ASEAN Decade of Persons with Disabilities 2011-2020 is a form of agreement by ASEAN members towards the rights of persons with disabilities issue in ASEAN. As an international human rights regime related to disability in ASEAN, this regime has consequences for compliance or noncompliance behavior of the parties. The purpose of this research is to examine Indonesia’s Compliance toward ASEAN Decade of Persons with Disabilities 2011-2020, by using international regimes concept and regime compliance theory. This research is a qualitative descriptive study, with secondary type and source of data types. The data used in this research was collected through document studies from the ASEAN official websites, the AICHR official website, the ministry official websites, and other credible websites related to this research. There are three stages of data analysis in this research: data condensation, data display, and drawing conclusion. The result of this research shows that ASEAN Decade of Persons with Disabilities was formed to achieve the common goals of ASEAN members, ASEAN Community, and the members recognized that disability is an issue embedded in the three pillars of the ASEAN Community. As the initiatior of the regimes, Indonesia has complied the regime. Indonesia uses the regime as a tools to achieve Indonesia’s political intersts in ASEAN. Indonesia’s compliance with the regimes aims to make the rest of member states willingly to follow Indonesia to comply with the regime. Indonesia comply to the regime based on the Indonesia's interest in efficiently achieving national goals and benefits through cooperation created by regime compliance, and also calculation of advantageous gain than the risks that arise from the choice of incompliance: decreased credibility and reputation Indonesia hold in ASEAN.
