Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penelitian ini bertujuan untuk mendeskripsikan efektivitas pemekaran Kecamatan Umpu Semenguk dalam mewujudkan tujuan pembangunan ekonomi dan politik di Kabupaten Way Kanan serta untuk mengetahui faktor- faktor yang mempengaruhinya. Metode penelitian menggunakan metode kualitatif dengan jenis penelitian deskriptif. Alat pengumpulan data yang digunakan berupa wawancara semi struktur, metode observasi non partisipan dan studi dokumentasi. Teknik analisis data yang digunakan adalah deskriptif kualitatif meliputi; pengumpulan data (kondifikasi data) reduksi data, display data dan penarikan kesimpulan. Dengan menggunakan pendekatan teori Efektivitas dari Campbell J.P yakni melihat dari keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, input dan output program serta pencapaian tujuan menyeluruh, dilihat dari pembangunan ekonomi yang berupa pertumbuhan ekonomi, rasio gini, indeks kualitas hidup secara fisik (PQLI), pembangunan berkelanjutan dan indeks kekayaan inklusif Kecamatan Umpu Semenguk serta dilihat dari pembangunan politik yang berupa kesempatan mengenyam pendidikan, kesempatan mendapat fasilitas kesehatan, kebebasan beragama dan mendirikan rumah ibadah serta kemudahan untuk memperoleh pelayanan publik. Adaupun Faktor-faktor efektivitas pemekaran Kecamatan Umpu Semenguk dalam mewujudkan pembangunan ekonomi dan politik meliputi: (1) Penambahan potensi strategis, (2) Pemanfaatan SDM dan SDA, (3) Meningkatkan pelayanan publik yang meliputi; pendidikan, agama dan kesehatan. Berdasarkan penjelasan tersebut maka pemekaran Kecamatan Umpu Semenguk memberikan efek yang cukup baik pada perkembangan perekonomian dan politik serta kesejahteraan masyarakat dengan adanya kemajuan pembangunan dan perbaikan sarana dan prasarana, pemberdayaan, sosialisasi politik dan lainnya. Dampak pemekaran Kecamatan Umpu Semenguk juga mampu mempengaruhi pola fikir dalam pengambilan keputusan baik individu maupun kelompok masyarakat dan perekonomian. This study aims to describe the effectiveness of the expansion of Umpu Semenguk District in realizing the goals of economic and political development in Way Kanan Regency and to find out the factors that influence it. The research method uses qualitative methods with a descriptive type of research. The data collection tools used were in the form of semi-structural interviews, non-participant observation methods and documentation studies. The data analysis techniques used are descriptive qualitative including; data collection (data condification) data reduction, data display and conclusion drawing. By using the effectiveness theory approach from Campbell J.P, which is to look at the success of the program, the success of the targets, satisfaction with the program, program inputs and outputs as well as the achievement of overall goals, seen from economic development in the form of economic growth, gini ratio, physical quality of life index (PQLI), sustainable development and inclusive wealth index of Umpu Semenguk District and seen from political development in the form of opportunities to receive education, the opportunity to obtain health facilities, religious freedom and the establishment of houses of worship and the ease of obtaining public services. The factors for the effectiveness of the expansion of Umpu Semenguk Subdistrict in realizing economic and political development include: (1) Additional strategic potential, (2) Utilization of human resources and natural resources, (3) Improving public services which include; education, religion and health. Based on this explanation, the expansion of Umpu Semenguk District has a fairly good effect on economic and political development as well as community welfare with the progress of development and improvement of facilities and infrastructure, empowerment, political socialization and others. The impact of the expansion of Umpu Semenguk Subdistrict is also able to influence thinking patterns in decision making, both individuals and community groups and the economy.
