Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kegiatan sosialisasi UU Cipta Kerja Klaster Ketenagakerjaan dilakukan oleh Biro Humas Kemnaker RI, guna memberikan edukasi dan pemahaman tentang UU kepada masyarakat, khususnya kalangan pekerja dan pengusaha. Dalam pelaksanaannya, terdapat permasalahan komunikasi seperti minimnya partisipasi publik dan kurangnya komunikasi pemerintah sehingga membuat proses pemahaman UU menjadi kurang efektif di masyarakat. Diperlukan adanya formulasi strategi dan penerapan komponen good governance yang efektif agar sosialisasi menjadi tepat sasaran. Penelitian ini bertujuan untuk melihat bagaimana tahapan strategi komunikasi humas, penerapan komponen good governance serta kaitannya dengan konsep humas dan konsep humas dalam komunikasi pemerintah pada kegiatan sosialisasi UU Cipta Kerja Klaster Ketenagakerjaan oleh Biro Humas Kemnaker RI. Penelitian ini menggunakan metode studi deskriptif kualitatif, dengan teknik pengumpulan data melalui wawancara mendalam, observasi dan studi pustaka. Informan pada penelitian dipilih sebanyak lima orang yakni Kepala Biro, mantan Kepala Biro, Kepala Bagian, Kepala Sub-bagian dan Staf yang memiliki pengalaman pada kegiatan sosialisasi. Hasil penelitian menunjukkan bahwa lima tahapan strategi komunikasi menurut Phil Jones dilakukan Biro Humas melalui dua cara, yakni kegiatan internal dan eksternal. Kegiatan internal mencakup analisis data dan hubungan kordinasi konsolidasi dengan pihak internal seperti BAKOHUMAS, Menteri, Dirjen PHI dan Jamsos, Biro-Biro hingga Kominfo dan Kemenko Perekonomian. Kegiatan eksternal atau publik seperti diskusi publik, podcast, survei hingga maksimalisasi media sosial. Empat komponen good governance diterapkan seiring berjalannya pelaksanaan sosialisasi. Terakhir, tahapan strategi komunikasi dan komponen good governance yang dilakukan memiliki kaitan dengan konsep humas (Cutlip, dkk) dan humas komunikasi pemerintah (Lattimore) dilihat dari penerapan nilai dan fungsi humas selama kegiatan sosialisasi berlangsung. Kata Kunci: tahapan strategi komunikasi, komponen good governance, humas pemerintah The socialization activity of the Employment Cluster Law on Employment Clusters was carried out by the PR’s Bureau of the Indonesian Ministry of Manpower, in order to provide understanding of the Act to the public, especially among workers and entrepreneurs. In practice, there are communication problems such as the lack of public participation and the lack of government communication so the process of understanding the law becomes less effective. It is necessary to formulate strategies and effective components of good governance so the socialization is right on target. This study aims to see how the stages of public relations communication strategy, the application of good governance components and their relation to the concept of public relations and public relations in government communication in the socialization of the Employment Cluster Act by the PR’s Bureau of the Ministry of Manpower of the Republic of Indonesia. This study used a qualitative descriptive study method, with data collection techniques through in-depth interviews, observation and literature. Informants were selected as many as five people who have experience in that activities. The results showed that the five stages of communication strategy according to Phil Jones were carried out by the PR’s Bureau in two ways, internal and external activities. Internal include data analysis and consolidated relations with internal parties such as BAKOHUMAS, the Minister, Director General of PHI and Social Security, Bureaus to Kominfo and the Coordinating Ministry for the Economy. External such as public discussions, podcasts, surveys and maximizing social media. The four components of good governance are implemented in line with the implementation of socialization. Finally, the stages of communication strategy and components of good governance that are carried out are related to the concept of public relations (Cutlip, et al) and public relations for government communication (Lattimore) seen from the application of public relations values and functions during the socialization activity.
