Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Masyarakat membutuhkan penghubung antara dirinya dengan pembuat kebijakan untuk menyampaikan apa yang mereka butuhkan. Sebagai sarana penghubung, partai politik melalui anggotanya yang duduk di legislatif mewakili rakyatnya untuk memperjuangkan kepentingan bersama. Partai politik melaksanakan fungsi agregasi kepentingan untuk menyerap apa yang menjadi masalah dan kebutuhan masyarakat kemudian memperjuangkan tuntutan-tuntutan tersebut. Tujuan penelitian ini untuk menganalisis fungsi partai di pemerintahan studi pada pelaksanaan agregasi kepentingan oleh anggota fraksi Demokrat dan fraksi PDI Perjuangan di DPRD Kota Bandar Lampung atas isu ketersediaan air bersih. Metode dalam penelitian ini ialah metode penelitian kualitatif. Teknik pengumpulan data menggunakan wawancara dan teknik analisis data kualitatif. Hasil penelitian menunjukan bahwa pelaksanaan fungsi agregasi telah dilakukan dengan dua tahapan. Pertama penyerapan aspirasi masyarakat, yakni dengan melakukan reses untuk menampung aspirasi masyarakat. Anggota DPRD Fraksi Demokrat dan DPRD Fraksi PDI Perjuangan melakukan reses sebagai bentuk upaya untuk memaksimalkan kinerjanya. Kedua pelaksanaan fungsi agregasi kepentingan, yakni mengidentifikasi, mengumpulkan, menyeleksi dan merumuskan kepentingan yang telah disalurkan untuk menjadi bahan rumusan kebijakan. Anggota DPRD Fraksi Demokrat dan DPRD Fraksi PDI Perjuangan dalam melaksanakan fungsi agregasi kepentingan dengan cara membawa keluhan atau masalah yang didengar untuk dibahas dalam rapat-rapat DPRD menggunakan tipe pelaksanaan agregasi kepentingan pragmatic bargaining. Hasil agregasi oleh DPRD Fraksi Demokrat adalah program bantuan air bersih dari Walikota Bandar Lampung. Hasil agregasi kepentingan oleh DPRD Fraksi PDI Perjuangan adalah program bantuan dari PDAM Pusat berupa pemasangan satu jetpump dan penambahan tiga sumur bor. Kata Kunci: Aspirasi Masyarakat, Fungsi Partai Politik di Pemerintahan, Agregasi Kepentingan Communities need a liaison between themselves and policy makers to convey what they need. As a means of liaison, political parties through their members who sit in the legislature represent their people to fight for common interests. Political parties carry out the function of interest aggregation to absorb what are the problems and needs of the community and then fight for these demands. The purpose of this study was to identify and analyze the function of parties in government. A study on the implementation of interest aggregation by members of the Demokrat and PDI-P faction in the DPRD Bandar Lampung City on the issue of clean water availability. The method in this study is a qualitative research method, as well as data collection techniques with interviews. The results of the study indicate that the implementation of the aggregation function has been carried out in several stages. First, the absorption of community aspirations, namely by conducting a recess to accommodate the aspirations of the community. Members of the DPRD for the Demokrat Faction and DPRD for the PDI-P faction held a recess as a form of effort to maximize their performance. Second, the Implementation of the Interest Aggregation Function, namely identifying, collecting, selecting and formulating interests that have been channeled to become material for policy formulation. Members of the DPRD for the Demokrat Fraction and DPRD for the PDI-P in carrying out the function of interest aggregation by bringing complaints or problems heard to be discussed in DPRD meetings use the Pragmatic Bargaining type of implementation of interest aggregation. The result of the aggregation by members of the DPRD of the Demokrat Faction is the clean water assistance program from the Mayor of Bandar Lampung. Then, the results of the aggregation of interests by members of the PDI-P faction DPRD were assistance programs from the central PDAM, installation of jet pumps, increasing the number of drilled wells.
