Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Peran BPD begitu penting dalam penetapan Perdes, selama ini sering diabaikan dan kurang dilibatkan oleh pemerintah desa. Hampir seluruh desa di Indonesia memiliki Perdes yang ditetapkan tanpa melibatkan BPD. APBDes merupakan produk peraturan desa yang memuat sumber-sumber penerimaan dan alokasi pengeluaran desa dalam kurun waktu satu tahun. APBDes terdiri atas bagian pendapatan desa, belanja desa dan pembiayaan. Rancangan APBDes dibahas dalam musyawarah perencanaan pembangunan desa. Kepala desa bersama BPD menetapkan APBDes setiap tahun dengan peraturan desa.Berdasarkan observasi dan pengamatan langsung penulis terhadap tiga desa yang ada di Kecamatan Sekampung Udik Kabupaten Lampung Timur yaitu Desa Pugung Raharjo, Desa Sindang Anom dan Desa Sidorejo, secara tidak langsung penulis amati bahwa adanya perbedaan peranan BPD ke tiga desa tersebut dalam penetapan Perdes APBDes. Pada Desa Pugung Raharjo merupakan sebuah desa yang menjadi percontohan yaitu dengan maksimalnya kinerja dari Kepala Desa dan BPD. Sementara dua desa lainnya yaitu Desa Sindang Anom dan Sidorejo kurang kooperatif antara BPD dan Kepala desa.Tujuan penelitian ini adalah untuk mengetahui dan menganalisis mengapa terjadi perbedaan peran Badan Permusyawaratan Desa (BPD)dalam penetapan Peraturan Desa (Perdes) tentang Anggaran Pendapatan dan Belanja Desa (APBDes) diDesa Pugungraharjo, Desa Sindang Anom dan Desa Sidorejo Kecamatan Sekampung Udik Kabupaten Lampung Timur. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif deskriptif. Penelitian ini akan memfokuskan pada perbedaan peran Badan Permusyawaratan Desa (BPD)dalam penetapan Peraturan Desa (Perdes) tentang Anggaran Pendapatan dan Belanja Desa (APBDes) diDesa Pugungraharjo, Desa Sindang Anom dan Desa Sidorejo Kecamatan Sekampung Udik Kabupaten Lampung Timur.Pengolahan data dilakukan dengan cara seleksi data, klasifikasi data, penyusunan data dan analisis data. Hasil penelitian diketahui perbedaan peran yang terjadi dari 3 desa yang menjadi obyek penelitian. Dari ketiga desa tersebut BPD Desa Pugungraharjo merupakan desa yang sudah sangat baik dalam penyusunan Perdes tentang APBDes,dibuktikan dengan hasil peneliti turun kedesa bahwa perdes APBDes tahun 2013 sudah ditetapkan oleh pemerintah desa bersama BPD, dan Desa Sindang Anom pemerintah desanya kurang kerja sama dengan BPD sehingga perdes APBDes sudah dibuat oleh Kepala desa tanpa mengadakan rapat bersama BPD. Sedangkan desa Sidorejo antara Pemerintah desa dan BPDnya tidak saling ada koordinasi sehingga belum pernah mengadakan rapat untuk penetapan perdes tentang APBDes, jadi berdasarkan hasil peneliti turun ke desa Sidorejo bahwa terdapat perdes tentang APBDes tahun 2013 belum dibuat.Perbedaan-perbedaan yang diterjadi pada tiga desa tersebut tidak lepas dari faktor-faktor yang mempengaruhinya terutama kualitas kerja sama antara anggota BPD, Kepala Desa dan masyarakat desa tersebut. Kualitas kinerja BPD Desa Pugungraharjo tidak lepas dari kepedulian semua pihak dengan pentingnya penyusunan Perdes untuk kemajuan pembangunan desa. Saran, diharapkan kepala desa Sidorejo harus lebih intensif hadir dalam musyawarah Raperdes tentang APBDes supaya kinerja BPD dalam menyusun APBDes dapat setara dengan kedua desa lainnya yakni Desa Pugungraharjo dan Desa Sindang Anom. Selain itu diharapkan kepada Desa Sindang Anom dan desa Sidorejo untuk meningkatkan peranan Badan Permusyawaratan Desa (BPD) dalam Penetapan Peraturan Desa (Perdes) Tentang Anggaran Pendapatan Dan Belanja Desa (APBDes) sehingga akan lebih tertib lagi admninistrasi yang ada di desa tersebut. The purpose of this study was to determine and analyze why the different roles Village Consultative Body (BPD) in the determination of the Village Regulations (Perdes) on Budget Village (APBDes) Pugungraharjo Village, Sindang Anom village and subdistrict Sekampung Udik Sidorejo Village East Lampung Regency . This type of research used in this research is descriptive qualitative research. This study will focus on the different roles Village Consultative Body (BPD) in the determination of the Village Regulations (Perdes) on Budget Village (APBDes) Pugungraharjo Village, Village Sindang Anom and Sekampung Udik Sidorejo Village District of East Lampung District. Data processing is done by the selection of data, data classification, data preparation and data analysis. The survey results revealed differences in the role that occurred from 3 villages which became the object of research. Of the three villages BPD Pugungraharjo Village is a village that has been very good in the preparation Perdes about APBDes, evidenced by the results of researchers down kedesa that Perdes APBDes year 2013 has been designated by the government of the village with BPD, and the village of village government Sindang Anom less cooperation with BPD so Perdes APBDes already made by the head of the village without meeting with the BPD. While Sidorejo village between village government and BPDnya not mutually coordinated so that there has not been met for the determination Perdes about APBDes, so based on the results of research down to the village Sidorejo that there Perdes about APBDes of 2013 has not dibuat.Perbedaan-differences be explained in three villages can not be separated from the factors that influence it, especially the quality of cooperation between members of the BPD, the village head and the village community. BPD performance quality can not be separated from the village Pugungraharjo concern of all parties to the importance of preparation, a village to village development progress. Advice, the village chief is expected to be more intensive Sidorejo present in the deliberations Raperdes about APBDes that BPD performance in preparing APBDes equal with the other two villages namely Pugungraharjo Village and Village Sindang Anom. Also expected to Sindang Anom village and village Sidorejo to increase the role of Village Consultative Body (BPD) in the determination of the Village Regulations (Perdes) On Budget And Shopping Village (APBDes) so it will be more orderly again admninistrasi in the village.
