Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kebutuhan masyarakat terhadap tanah semakin meningkat, sementara ketersediaan tanah tidak berubah. Hal tersebut dapat menimbulkan permasalahan yang kompleks, seperti sengketa tanah yang disebabkan masih banyaknya masyarakat yang belum sadar akan pentingnya pensertipikatan tanah guna tertib administrasi pertanahan. Upaya pemerintah untuk mewujudkan terdaftarnya seluruh bidang tanah di Indonesia, yaitu pada tahun 2018 Kementerian ATR/BPN mengeluarkan program Pendaftaran Tanah Sistematis Lengkap (PTSL) yang mengacu pada Peraturan Menteri ATR/BPN Republik Indonesia Nomor 6 Tahun 2018. Penelitian ini bertujuan untuk mengevaluasi hasil pelaksanaan program PTSL di Desa Adi Jaya. Tipe penelitian yang digunakan dalam penelitian ini adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data berupa wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa program PTSL di Desa Adi Jaya sudah terlaksana dengan baik sesuai dengan enam kriteria evaluasi yaitu program ini sudah efektif karena tujuan program sudah tercapai, pelayanan yang diberikan sudah baik, pelaksanaan program sudah efisien karena anggaran dan sarana prasarana program sudah digunakan secara optimal. Program ini sudah cukup baik, kebutuhan masyarakat akan kepastian hukum sudah terpenuhi, namun masih terdapat kendala saat mendaftar program yaitu keidakmampuan masyarakat dalam memenuhi persyaratan. Informasi program sudah merata disampaikan kepada masyarakat, respon masyarakat terhadap program sangat baik karena banyaknya tanah masyarakat yang terdaftar pada program serta program sudah tepat sasaran, penerima sertipikat sesuai dengan kriteria dan syarat yang berlaku. Masyarakat diharapkan lebih memahami persyaratan program guna menghindari kendala saat pelaksanaan program. This can cause complex problems, such as land disputes caused by the fact that there are still many people who are not aware of the importance of land distribution for orderly land administration. The government's efforts to realize the registration of all land plots in Indonesia, namely in 2018 the Ministry of ATR / BPN issued a Complete Systematic Land Registration (PTSL) program which refers to the Regulation of the Minister of ATR/BPN of the Republic of Indonesia Number 6 of 2018. This study aims to evaluate the results of the implementation of the PTSL program in Adi Jaya Village. The type of research used in this study is a descriptive type of research with a quality approach. Data collection techniques in the form of interviews and documentation. The results of this study show that the PTSL program in Adi Jaya Village has been carried out well in accordance with six evaluation criteria, namely this program has been effective because the program objectives have been achieved, the services provided have been good, the implementation of the program has been efficient because the budget and program infrastructure have been used optimally. This program is good enough, the community's need for legal certainty has been met, but there are still obstacles when registering for the program, namely the community's ability to meet the requirements. Program information has been evenly conveyed to the community, the community's response to the program is very good because of the large amount of community land registered in the program and the program is right on target, the recipients of certificates are in accordance with applicable criteria and conditions. The public is expected to better understand the program requirements in order to avoid obstacles when implementing the program. Keywords: Evaluation, PTSL Program, Land Certificate
