Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pengembangan desa wisata harus mengetahui karakteristik kelebihan dan kelemahan desa tersebut sehingga dapat sesuai dengan daya tarik yang dijual, tujuan dibentuk nya desa wisata adalah agar menjadikan desa yang mandiri dan menunjukkan potensi di desa dengan tujuan agar upaya program pemerintah berjalan dengan maksimal dengan diimplementasikannya kegiatan pengembangan desa wisata dan meningkatkan kegiatan ekonomi yang baik bagi masyarakat setempat. Salah satu strategi yang dicanangkan oleh pemerintah dalam pengembangan pariwisata daerah adalah melalui penggunaan kolaborasi model Panthelix. Model Panthelix diperkenalkan dan dituangkan dalam Peraturan Menteri (Permen) Pariwisata Republik Indonesia Nomor 14 Tahun 2016 Tentang Pedoman Deastinasi Pariwisata Berkelanjutan, Bahwa dalam menciptakan orkestrasi dan memastikan kualitas aktivitas, fasilitas, pelayanan dan untuk menciptakan pengalaman dan nilai manfaat kepariwisataan agar memberikan keuntungan dan manfaat pada masayarakat dan lingkungan, maka diperlukannya pendorong sistem kepariwisataan melalui peran 1). Bussiness, 2). Government, 3). Community, 4). Academican, 5). Media. (BGCAM) oleh Fosler (2002). Menurut Morse dan Stephens (2012:566), kolaborasi merupakan wujud pendukung dan pelaksanaan governance yang menekan kealamian proses kesepakatan dari berbagai aktor sosial (stakeholder) yang mana tidak hanya dari pemerintah, akan tetapi melibatkan masyarakat dan lembaga non pemerintah dalam tindakan kolektif atau kerjasama. Tujuan penelitian ini adalah untuk mengetahui upaya kolaborasi antar aktor dalam pengembangan pariwisata untuk mewujudkan pilot project Desa Wisata, Harapan Jaya, Kecamatan Way Ratai, Kabupaten Pesawaran. Hasil dari penelitian ini adalah masih ada beberapa hal yang diperhatikan yaitu : Kurang optimal dalam sebuah ketergantungan aktor yang terlibat perlu adanya pemberdayaan terutama masyarakat dan POKDARWIS dikarenakan mereka terlibat secara langsungdan berpengaruh bagi perkembangan pariwisata Desa Harapan Jaya, Kurangnya kesadaran dari pihak aktor dalam bidang pariwisata, sehingga belum optimalnya kerjasama,dan belum menyatukan pola pikir, Kurang maksimal dalam keputusan bersama walaupun sudah ada keputusan bersama yaitu dengan pihak swasta, Kurangnya anggaran dana untuk melakukan pengembangan desa wisata. Tanggung jawab dari pihak sudah ada yaitu pihak pemerintah kabupaten berupa bantuan pencanangan Pilot Project, dan bantuan dana akan tetapi hasil observasi dana yang kurang untuk menambah fasilitas publik, sejauh ini tanggung jawab sudah sedikit terlihat beruapa POKDARWIS dan masyarakat yang bersinergi membantu pemerintah desa. The purpose of this study was to determine collaborative efforts between actors in tourism development to realize the pilot project of Tourism Village, Harapan Jaya, Way Ratai District, Pesawaran Regency. The results of this study are that there are still several things to note, namely: Less than optimal in a dependency of the actors involved, the need for empowerment, especially the community and POKDARWIS because they are directly involved and have an effect on the tourism development of Harapan Jaya Village, Lack of awareness from the actors in the tourism sector, so that cooperation is not optimal, and has not united the mindset, Less than optimal in joint decisions even though there has been a joint decision, namely with the private sector, Lack of budget funds to develop tourist villages. The responsibility of the parties already exists, namely the district government in the form of assistance for the launching of the Pilot Project, and financial assistance, but the results of the observation are that there is insufficient funds to add public facilities, so far the responsibility has been slightly visible in the form of POKDARWIS and the community who work together to help the village government.
