Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penelitian ini dilatarbelakangi di masa pandemi COVID-19 telah merubah pola pendidikan di daerah. SMP N 1 Tulang Bawang Udik menerapkan kebijakan pembelajaran jarak jauh (PJJ). Penelitian ini bertujuan untuk membahas mengenai efektivitas kebijakan pembelajaran jarak jauh masa pandemi (Studi Kasus di SMP N 1 Tulang Bawang Udik, Kabupaten Tulang Bawang Barat). Berdasarkan teori William N. Dunn terdapat lima indikator efektivitas kebijakan, yakni 1. efisiensi, 2. kecukupan, 3. perataan, 4. responsivitas, 5. ketepatan. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan terdapat 3 nilai yang terpenuhi pertama indikator kecukupan, adanya pemberian paket data internet dari pemerintah pusat dan fasilitas wifi dari sekolah untuk siswa- siswa kalau diperlukan untuk pembelajaran sudah efektif. Kedua indikator pemerataan, pelaksanaan kebijakan pembelajaran jarak jauh masa pandemi sudah efektif. Ketiga indikator ketepatan, kebijakan pembelajaran jarak jauh masa pandemi di SMP N 1 Tulang Bawang Udik, Kabupaten Tulang Bawang Barat) ini sudah efektif agar mencegah penularan virus covid-19 sehingga proses belajar mengajar dalam dunia pendidikan tetap berjalan dengan semestinya. Namun terdapat 2 nilai yang belum terpenuhi pertama indikator efisiensi, biaya yang dikeluarkan melalui proses kebijakan terlampau besar dibandingkan dengan hasil yang dicapai. Kedua responsivitas, mendapatkan tanggapan yang negatif dari siswa. Kata kunci : Efektivitas, Kebijakan, Pembelajaran Jarak Jauh This research is motivated during the COVID-19 pandemic, which has changed the pattern of education in the regions. SMP N 1 Tulang Bawang Udik implements a distance learning policy (PJJ). This study aims to discuss the effectiveness of distance learning policies during the pandemic (Case Study at SMP N 1 Tulang Bawang Udik, Tulang Bawang Barat Regency). Based on William N. Dunn's theory, there are five indicators of policy effectiveness, namely 1. efficiency, 2. adequacy, 3. smoothing, 4. responsiveness, 5. accuracy. This study uses a descriptive method with a qualitative approach. The results showed that there were 3 values that were met, the first was the adequacy indicator, the provision of internet data packages from the central government and wifi facilities from schools for students if needed for effective learning. The two indicators of equity, the implementation of distance learning policies during the pandemic have been effective. The three indicators of accuracy, the distance learning policy during the pandemic at SMP N 1 Tulang Bawang Udik, Tulang Bawang Barat Regency) has been effective in preventing the transmission of the covid-19 virus so that the teaching and learning process in education continues to run properly. However, there are 2 values that have not been met, the first is the efficiency indicator, the costs incurred through the policy process are too large compared to the results achieved.
