Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pilkada Serentak Tahun 2020 dalam kondisi bencana non alam COVID-19 memiliki tantangan tersendiri bagi penyelenggara, peserta dan pemilih. Tujuan penelitian ini adalah mengetahui a) Manajemen krisis tata kelola Pilwakot Bandar Lampung Tahun 2020 meliputi bagaimana menghadapi krisis, mengambil keputusan dan melakukan pemantauan krisis b) Strategi khusus KPU Kota Bandar Lampung c) Terobosan program KPU Kota Bandar Lampung. Jenis penelitian deskriptif kualitatif dengan teknik pengumpulan data wawancara semi terstruktur dan dokumentasi. Informan penelitian antara lain KPU Propinsi Lampung, KPU Kota Bandar Lampung, Bawaslu Kota Bandar Lampung, dan akademisi Universitas Lampung. Hasil penelitian menunjukan bahwa KPU Kota Bandar Lampung melakukan manajemen krisis melalui tindakan antisipatif berupa penerapan protokol kesehatan keselamatan, dan pencegahan COVID-19 sesuai ketentuan Pasal 05 dan 06 Peraturan KPU Nomor 06 Tahun 2020. Strategi teknis dilakukan dengan pemasangan jaringan internet di seluruh kecamatan sebagai dukungan teknologi informasi yang mudah dalam berkomunikasi dan berkoordinasi sesuai dengan kondisi bencana non alam COVID-19. Strategi sosialisasi berbasis kewilayahan oleh penyelenggara ad hoc PPK dan PPS memiliki hasil yang lebih efektif, tepat sasaran dan sesuai dengan kondisi bencana non alam COVID-19 karena selain kegiatan sosialisasi kegiatan pemantauan kasus COVID-19 dilakukan bersamaan wilayah kerja PPK dan PPS. Hal tersebut sekaligus menjadi terobosan baru dilaksanakan KPU Kota Bandar Lampung selama penyelenggaraan Pilwakot Bandar Lampung Tahun 2020. The Simultaneous Regional Head Election in 2020 on condition of non-natural disasters COVID-19 has its own challenges for organizers, participants and voters.The purpose of this research is to find out a) The governance crisis management of Mayor Election of Bandar Lampung in 2020 including how to deal with the crisis, make decisions and monitor the crisis b) The special strategy of KPU Bandar Lampung c) The innovation of KPU program of Bandar Lampung . The type of research is qualitative descriptive with semi-structured interview data collection techniques and documentation. Research informants included the KPU of Lampung Province, KPU of Bandar Lampung, Bawaslu of Bandar Lampung, and Academics from the University of Lampung. The results of research stated that KPU of Bandar Lampung carried out crisis management through anticipatory actions in the form of implementing health, safety and COVID-19 prevention protocols in accordance with the terms of articles 05 and 06 of KPU regulations Number 06 of 2020. The technical strategy is conducted by installing internet networks in all sub-districts as information technology support that is easy to communicate and coordinate according to the conditions of non-natural disasters COVID-19. The regional-based socialization strategy by ad hoc PPK and PPS organizers has more effective results, right on target, and in accordance with COVID-19 non-natural disaster conditions because in addition to socialization activities, monitoring of COVID-19 cases is carried out simultaneously with PPK and PPS work areas. This is an breakthough that has just been carried out by KPU of Bandar Lampung City during the Bandar Lampung Mayor election in 2020.
