ABSTRACT PEMBUATAN PETA ZONA NILAI TANAH DENGAN MENGGUNAKAN METODE SEBARAN SAMPLING BERDASARKAN DATA RESPONDEN DI KABUPATEN PESAWARAN Oleh Reza Okta Datama Penilaian tanah serta serangkaian proses menilai suatu bidang tanah dan aset pertanahan meliputi proses perencanaan, persiapan, survey pengumpulan data, pengolahan data, merumuskan hasil, pemetaan. ZNT adalah kumpulan area yang terdiri atas beberapa bidang tanah dengan nilai tanah yang relatif sama dan batasannya bersifat nyata sesuai dengan penggunaan tanahnya. Pembaharuan ZNT selalu dilakukan setahun sekali. Prinsip penilaian tanah yaitu penawaran dan permintaan (supply and demand), penggunaan yang tertinggi dan terbaik (highest and the best use), keuntungan produktivitas (surplus productivity), serta prinsip perubahan dan antisipasi (change and anticipation). Bahwa penentuan ZNT bertujuan untuk mengindentifikasi nilai tanah dengan menentukan batas-batas kepemilikan tanah dalam bentuk peta. Proses pembuatan/pembaharuan peta Zona Nilai Tanah ini menggunakan metode sebaran sampling dalam pengambilan datanya yaitu dengan cara mewawancara responden yang sudah melakukan transaksi jual beli tanah serta mengambil titik koordinat menggunakan GPS Garmin serta pengolahan datanya menggunakan aplikasi Arcgis Extention Tools BPN. Hasil dalam pelaksaanan pembuatan/pembaharuan peta Zona Nilai Tanah ini ada 2 peta yaitu yang pertama peta sebaran titik sampel yang berisikan titik sampel berjumlah 200 titik sampel, yang kedua peza ZNT yang ada pada Kecmatan G. Tataan dengan hasil nilai tanah terendah yaitu dengan nilai Rp.40.000/m² dan nilai tanah tertinggi yaitu dengan nilai Rp.1.168.000/m² dan Negeri Katon nilai tanah terendah yaitu dengan nilai Rp.24.000/m² dan nilai tanah tertinggi yaitu dengan nilai Rp.149.000/m². ZNT is a collection of areas consisting of several plots of land with relatively the same land value and the boundaries are real according to the use of the land. ZNT renewal is always done once a year. The principles of land valuation are supply and demand, the highest and the best use, productivity gains (surplus productivity), as well as the principle of change and anticipation. Whereas the determination of ZNT aims to identify the value of land by determining the boundaries of land ownership in the form of a map. The process of making/updating this Land Value Zone map uses the distribution sampling method in collecting data, namely by interviewing respondents who have made land buying and selling transactions and taking coordinates using GPS Garmin and data processing using the BPN's Arcgis Extention Tools application. The results in the implementation of the making/updating of the Land Value Zone map are 2 maps, namely the first map of the distribution of sample points which contains 200 sample points, the second is ZNT plots in District G. The arrangement with the lowest land value results is with a value of Rp. .40,000/m² and the highest land value is Rp.1,168,000/m² and Negeri Katon the lowest land value is Rp.24,000/m² and the highest land value is Rp.149,000/m².
