Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Melonjaknya jumlah kasus positif Covid-19 di seluruh Fasilitas Pelayanan Kesehatan, juga mengakibatkan kenaikan pada jumlah limbah medis B3 Covid-19 di Fasyankes Kota Bandar Lampung. Berdasarkan fakta lapangan tersebut, peneliti tertarik untuk mengkaji permasalahan yang dalam penelitian ini adalah (1) apa bentuk kebijakan pengelolaan limbah medis dalam rangka penanggulangan Corona Virus Disease 2019 di Kota Bandar Lampung? (2) bagaimana pelaksanaan kebijakan pengelolaan limbah medis dalam rangka penanggulangan Corona Virus Disease 2019 di Kota Bandar Lampung?. Metode yang digunakan dalam penelitian ini adalah penelitian hukum normatif dan penelitian hukum empiris. Pendekatan yang digunakan dalam penelitian ini menggunakan pendekatan bahan pustaka, undang-undang, dokumen serta wawancara terstruktur dengan responden. Hasil Penelitian menunjukan bahwa (1) bentuk kebijakan pengelolaan limbah medis B3 Covid-19 yang ada di Fasilitas Pelayanan Kesehatan Kota Bandar Lampung, sebagai bentuk kebijakan dari pengelolaan limbah medis di Kota Bandar Lampung adalah melalui Peraturan Daerah Kota Bandar Lampung Nomor 1 Tahun 2020 tentang Perlindungan dan Pengelolaan Lingkungan Hidup. Dengan berdasarkan Peraturan Menteri Kesehatan Nomor 18 Tahun 2020 tentang Pengelolaan Limbah Medis Fasilitas Pelayanan Kesehatan Berbasis Wilayah. (2) pelaksanaan kebijakan pengelolaan limbah medis B3 di Kota Bandar Lampung belum sesuai pada regulasi yang ditetapkan pemerintah, dikarenakan peraturan yang selalu berubah-ubah, masyarakatnya kurang sadar akan pengelolaan limbah, sarana prasarananya kurang lengkap dan Pemerintah Daerah Kota Bandar Lampung tidak tegas dalam mengurusi limbah medis B3 sehingga pelaksanaan kebijakan tersebut kurang efisien di Kota Bandar Lampung. The surge in the number of positive cases of Covid-19 in all Health Service Facilities has also resulted in an increase in the amount of Covid-19 B3 medical waste in the Bandar Lampung City Health Facilities. Based on these field facts, the researcher is interested in examining the problems in this study are (1) what is the form of medical waste management policy in the framework of tackling Corona Virus Disease 2019 in Bandar Lampung City? (2) how is the implementation of medical waste management policy in the framework of tackling the Corona Virus Disease 2019 in the City of Bandar Lampung?. The method used in this research is normative legal research and empirical legal research. The approach used in this study uses library materials, laws, documents and structured interviews with respondents. The results of the study show that (1) the policy for the management of B3 Covid-19 medical waste in the Bandar Lampung City Health Service Facilities, as a form of medical waste management policy in the city of Bandar Lampung is through the Bandar Lampung City Regional Regulation Number 1 of 2020 concerning Protection and Evironmental Management. Based on the Regulation of the Minister of Health Number 18 of 2020 concerning Medical Waste Management in Area-Based Health Service Facilities. (2) The implementation of the B3 medical waste management policy in Bandar Lampung City has not complied with the regulations set by the government, because the regulations are always changing, the people are not aware of waste management, the infrastructure is incomplete and the Regional Government of Bandar Lampung City is not firm in dealing with it. B3 medical waste so that the implementation of this policy is less efficient in Bandar Lampung City. Keywords: Policy, Covid-19 Waste, Bandar Lampung.
