Penelitian ini bertujuan menganalisis dan mendeskripsikan bagaimana proses penyampaian LPJ keuangan ad hoc apakah telah memenuhi prinsip transparansi, efisiensi dan efektivitas, dan Integritas. Mendeskripsikan dan menganalisis apakah penyebab keterlambatan penyampaian LPJ keuangan ad hoc pada Pilwakot Bandar Lampung Tahun 2020 dan mendeskripsikan dan menganalisis implikasi keterlambatan penyampaian LPJ keuangan ad hoc pada Pilwakot Bandar Lampung Tahun 2020. Tipe penelitian ini deskriptif kualitatif. Data primer diperoleh dari KPU Kota Bandar Lampung dan data sekunder berasal dari dokumen KPU Kota Bandar Lampung. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan prinsip-prinsip manajemen keuangan pemilu berdasarkan IDEA yang terdiri dari tiga prinsip, yaitu transparansi, efektifitas dan efisiensi serta integritas dan lima faktor penyebab keterlambatan laporan keuangan dari Mustika yaitu, SDM, teknologi informasi, sarana pendukung, sitem pengendalian internal dan aturan hukum. Hasil penelitian dari prinsip transparansi belum efektif, prinsip efektif dan efisien terhambat karena faktor SDM, prinsip integritas belum terpenuhi dikarenakan tiga unsur IFRS belum terpenuhi. Dengan adanya keterlambatan LPJ keuangan badan ad hoc telah mengganggu siklus pencairan dana operasional badan ad hoc dan KPU Kota Bandar Lampung secara keseluruhan. Peneliti merekomendasikan kebijakan agar KPU Kota Bandar Lampung membuat regulasi yang merubah pertanggungjawaban keuangan badan ad hoc dengan konsep reimbursement agar badan ad hoc tidak lagi membuat pertanggungjawaban Keuangan, akan tetapi mereka hanya menukar bukti pembelian dengan dana operasional kepada KPU Kota Bandar Lampung. Kata kunci: LPJ Keuangan, Ad hoc Pemilu, Prinsip Manajemen Pemilu This study aims to analyze and describe how the process of delivering ad hoc financial report meets the principles of transparency, efficiency, effectiveness, and integrity. Describe and analyze the cause of the delay in submitting ad hoc financial reports in the 2020 Bandar Lampung elections and the implications of the delay in submitting ad hoc financial reports in the 2020 Bandar Lampung Pilwakot. This type of research is descriptive and qualitative. Primary data is obtained from the Bandar Lampung City KPU document, and secondary data comes from the KPU Bandar Lampung document. Data were collected through observation, interviews, and documentation. This study uses the principles of election financial management based on IDEA, which consists of three principles, namely transparency, effectiveness, and efficiency, as well as integrity, and five factors causing delays in financial statements from Mustika, namely, human resources, information technology, supporting facilities, internal control systems, and the rule of law. The research results on the principle of transparency have not been effective, the principle of effectiveness and efficiency is hampered due to HR factors, and the principle of integrity has not been fulfilled because the three elements of IFRS have not been met. With the delay in the financial LPJ of the ad hoc body, it has disrupted the cycle of disbursement of operational funds for the ad hoc agency and the KPU Bandar Lampung as a whole. The researcher suggested that the KPU Bandar Lampung create regulations that replace ad hoc bodies' financial responsibility with the concept of reimbursement, so that ad hoc bodies no longer have financial liability but only exchange proof of purchase with operational funds to the KPU Bandar Lampung.
