Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penelitian ini bertujuan untuk mendeskripsikan faktor penyebab warga Moromoro tidak dapat menggunakan hak pilih pada Pemilu 2019 dan tata kelola Pemilu 2019 di Kabupaten Mesuji dalam melindungi hak pilih warga Moromoro. Tipe penelitian ini adalah deskriptif kualitatif. Data primer diperoleh dari hasil wawancara dengan penyelenggara Pemilu, stakeholder, tokoh dan warga Moromoro, sedangkan data sekunder dari dokumen terkait. Pengumpulan data menggunakan teknik observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan standar kualitas daftar pemilih yang terdiri dari dua aspek yaitu standar kualitas demokrasi dan standar kemanfaatan teknis. Hasil penelitian dari aspek standar kualitas demokrasi yaitu: 1). Faktor penyebab warga Moromoro Register 45 tidak dapat menggunakan hak pilih pada Pemilu 2019 adalah kepemilikan KTP elektronik dan tidak tersedia TPS di wilayah Moromoro. Dari aspek standar kemanfaatan teknis, daftar pemilih mudah diakses oleh pemilih, mudah digunakan saat pemungutan suara, mudah dimutakhirkan, dan disusun cukup akurat; 2). Tata kelola Pemilu 2019 di Kabupaten Mesuji dalam melindungi hak pilih warga Moromoro pada dimensi manajemen pemilu dilihat dari 2 aspek, yaitu evaluasi penyelenggara pemilu dan inovasi. Aspek evaluasi penyelenggara pemilu untuk kegiatan sosialisasi kepada warga Moromoro sudah terlaksana namun belum maksimal, kegiatan koordinasi sudah dilakukan dengan baik. Aspek inovasi melalui penggunaan teknologi informasi SIDALIH masih terkendala oleh kapasitas petugas SIDALIH yang kurang memadai, dan pemanfaatan GMHP masih terkendala warga Moromoro tidak terbuka atas kepemilikan KTP elektronik. Rekomendasi kebijakannya adalah KPU Kabupaten Mesuji dapat melakukan diskresi berdasarkan Undang-Undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan guna memberikan kepastian hukum terkait pendataan pemilih di lokasi khusus. Kata Kunci: Hak Memilih, Warga Moromoro, Manajemen Pemilu The purpose of this study is to describe the contributing factor that prevents Moromoro residents to be unable to exercise their right to vote in the 2019 election and the governance of the 2019 election in Mesuji Regency in protecting Moromoro citizens' voting rights. This type of research is descriptive qualitative. Primary data obtained from interviews with election organizers, stakeholders, leaders and residents of Moromoro, while secondary data came from related documents. Collecting data using observation techniques, interviews, and documentation. This research uses the quality standard of the voter list consists of two aspects, namely the quality standard of democracy and the standard of technical benefits. The results of the research from the standard aspect of democracy quality are: 1). Factors causing residents of Moromoro Register 45 to be unable to exercise their right to vote in the 2019 election are electronic KTP ownership and the absence of TPS in the Moromoro area. From the aspect of technical usability standards, the voter list is easy for voters to access, easy to use during voting, easy to update, and fairly accurate in preparation; 2). The governance of the 2019 elections in Mesuji Regency in protecting the voting rights of Moromoro residents in the election management dimension are seen from two aspects, namely evaluation of election organizers and innovation. The evaluation aspect of the election organizers for outreach activities to Moromoro residents already implemented but has not been maximized, and then coordination activities have been carried out well. The aspect of innovation using information technology named Sidalih is still constrained by the insufficient capacity of Sidalih officers, and the use of GMHP is still constrained by Moromoro residents not being open about owning electronic KTPs. The policy recommendation is that the Mesuji Regency KPU can exercise discretion based on Law Number 30 of 2014 concerning Government Administration in order to provide legal certainty regarding voter data collection in special locations.
