Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Perikanan tangkap merupakan sektor usaha yang mendominasi di wilayah pesisir sebagai mata pencahariaan masyarakat sehari-hari. Tingginya potensi tersebut menjadikan masyarakat menggantungkan hidupnya pada hasil laut. Namun, aktivitas tersebut secara umum belum mampu mensejahterakan masyarakat di wilayah tersebut. Penelitian ini bertujuan untuk menganalisis komoditas unggulan sumberdaya ikan dan teknologi penangkapan tepat guna, menganalisis peran dan fungsi PPP Labuhan Maringgai, menganalisis persepsi nelayan dan pelaksana teknis terhadap keberadaan kebijakan perikanan tangkap serta merumuskan strategi kebijakan pengelolaan sumberdaya perikanan tangkap di Desa Muara Gading Mas, Labuhan Maringgai. Penelitian ini dilaksanakan pada bulan Agustus 2022 melalui observasi, wawancara, dan studi dokumentasi terhadap 44 orang nelayan dan 4 orang aparatur pemerintah. Data yang diperoleh dianalisis menggunakan Comparative Performance Index (CPI), deskriptif, skala likert dan SWOT. Hasil penelitian menunjukan bahwa ikan pelagis merupakan ikan komoditas unggulan. Teknologi alat tangkap yang tepat adalah jaring play, rampus, gillnet dan bubu. Hasil penelitian PPP Labuhan Maringgai menunjukan kinerja tugas dan fungsi belum terlaksana dengan optimal, karena nelayan masih mempertahankan sistem patron klien. Selanjutnya hasil skala likert persepsi nelayan dan pelaksana teknis terjadi kesenjangan karena ketidakpercayaan dalam pelaksanaan visi misi pengelolaan perikanan tangkap berkelanjutan. Pada hasil analisis SWOT menunjukan strategi weakness opportunity yang diperlukan dengan meningkatkan peran masyarakat, kepatuhan nelayan, pelaksaan program pasca panen dan pengawasan secara ketat yang harus dilaksanakan di desa tersebut agar regulasi kebijakan yang akan dilaksanakan lebih efektif. Kata kunci : perumusan kebijakan, sumberdaya perikanan tangkap, pengelolaan Capture fisheries is a business sector which dominates in coastal areas for people's daily livelihood. The high potential in there makes people depend on marine products for their live. However, these activities in general have not been able to prosper the people in the region. This study aims to analyze superior fish resource commodities and appropriate capture technology, the roles and functions of the Labuhan Maringgai PPP, and the perceptions of fishermen and technical implementers on the existence of capture fisheries policies and also formulate a policy strategy for managing capture fisheries resources in Muara Gading Mas Village, Labuhan Maringgai. This research was carried out in August 2022 through observation, interviews, and a documentary study of 44 fishermen and 4 government officials. The data obtained were analyzed using the Comparative Performance Index (CPI), descriptive, Likert scale and SWOT. The results shows that pelagic fish are superior commodity fish and the appropriate fishing gear technology is play nets, rampus, gillnets and traps, furthermore the results of the Labuhan Maringgai PPP research show that the performance of tasks and functions has not been carried out optimally, because fishermen still maintain a patron client system. Furthermore, the results of the Likert scale show that the perceptions of fishermen and technical implementers are different because fishermen and the government are not aligned in the vision and mission of sustainable capture fisheries management. The results of the SWOT analysis show the weakness opportunity strategy needed by increasing the role of the community, fisherman compliance, implementing post-harvest programs and strict supervision that must be implemented in the village so that policy regulations will be implemented more effectively.
