ABSTRAK STRATEGI KOMISI PEMILIHAN UMUM KOTA BANDAR LAMPUNG DALAM MENCEGAH PELANGGARAN BADAN AD HOC (Studi Kasus Pemilihan Kepala Daerah Kota Bandar Lampung Tahun 2020) Oleh RIZAL EFENDI Pada Pilkada tahun 2020 terjadi pelanggaran administrasi dan kode etik oleh PPK dan PPS serta pelanggaran tersebut terjadi berulang tiap pemilihan umum. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan strategi yang dilakukan Komisi Pemilihan Umum Kota Bandar Lampung dalam mencegah pelanggaran tepat dilakukan. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan pada penelitian yaitu wawancara dan dokumentasi. Penelitian ini menggunakan teori tipe-tipe strategi yang dikemukakan Kotten (2008) sebagai pisau analisis dalam pemecahan masalah, tipe-tipe strateginya yaitu strategi organisasi, strategi program, strategi pendukung sumber daya dan strategi kelembagaan. Hasil penelitian yang ditemukan adalah strategi organisasi sudah tepat karena Bimbingan Teknis (Bimtek) dan sosialisasi mampu memperdayakan PPK, PPS dan KPPS agar tidak melakukan pelanggaran, strategi program sudah tepat tetapi belum mendapatkan hasil yang maksimal karena masih terjadi pelanggaran, strategi pendukung sumber daya sudah tepat dalam mendukung kinerja penyelenggara agar tidak membuat pelanggaran dan strategi kelembagaan sudah tepat karena dapat membantu memudahkan dalam pencegahan pelanggaran, namun terdapat kendala kurangnya kemampuan penyelenggara dalam menerjemahkan regulasi Pilkada, kurangnya integritas penyelenggara dan kerangka rekrutmen masih bersifat dilematik. Dari keempat strategi tersebut strategi organisasi paling dominan karena mampu memberikan pengetahuan dan memberdayakan PPK, PPS dan KPPS dalam pencegahan pelanggaran dan strategi program paling lemah karena hasil yang didapatkannya bergantung pada pelaksanaan strategi organisasi. ABSTRACT BANDAR LAMPUNG GENERAL ELECTION COMMISSION (KPU) STRATEGY FOR PREVENTING THE AD HOC AGENCY VIOLATIONS (Case Study of Bandar Lampung Local Leaders Election 2020) By RIZAL EFENDI The District Election Committee (PPK) and Voting Committee (PPS) committed administrative and code of ethics violations in the local leaders elections (Pilkada) 2020, and these violations have occurred frequently in every general election. This study aims to describe the strategy of the General Election Commission (KPU) of Bandar Lampung in preventing such violations. The approach used in this research is descriptive qualitative. Data for this study were collected through interviews and documentation. This study applies Kotten's strategy theory, which divides strategy into four categories: corporate strategy, program strategy, resource support strategy, and institutional strategy. The results of the study show that; (1) the corporate strategy was appropriate because Technical Guidance (Bimtek) and socialization were able to empower PPK, PPS, and KPPS while also preventing them from committing violations which made it the most dominant strategy out of those four strategies; (2) the program strategy was appropriate but could not achieve the maximum result. It is due to the fact that the violations are still there. It was the weakest of the four strategies because the results were highly dependent on the implementation of corporate strategy; (3) the resource support strategy was effective in supporting their performance; and (4) the institutional strategy was appropriate because it helped in preventing ad hoc agency infractions. Nonetheless, various challenges must be solved before the strategy can be fully implemented, including PPK, PPS and KPPS inability to translate Pilkada regulations, PPK, PPS and KPPS lack of integrity, and the recruitment framework's difficulty.
