Abstract
ABSTRAK IMPLEMENTASI KEBIJAKAN PAJAK PROGRESIF KENDARAAN BERMOTOR DI KOTA BANDAR LAMPUNG Oleh M. WAYA FAHRIZA DWIPURNA Kebijakan publik memiliki dua fungsi pokok yaitu fungsi budgetair dan regulasi. Sama halnya dengan Kebijakan Pajak Progresif Kendaraan Bermotor yang diatur dalam Peraturan Daerah Provinsi Lampung no.2 tahun 2011 yang mulai diberlakukan pada tahun 2012. Fungsi budgetairnya adalah untuk meningkatkan pendapatan asli daerah dan fungsi regulasinya adalah untuk menurunkan jumlah kendaraan di Provinsi Lampung. Di dalam penelitian ini, penulis mendeskripsikan penerapan Kebijakan Pajak Progresif Kendaraan Bermotor di Kota Bandar Lampung. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Prosedur pengumpulan data yang digunakan dengan wawancara, observasi, dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Kebijakan Pajak Progresif Kendaraan Bermotor di Kota Bandar Lampung yang ditinjau dari unsur standar dan sasaran kebijakan, sumber daya kebijakan, karakteristik badan pelaksana, komunikasi antar organisasi, kecenderungan pelaksana, dan kondisi ekonomi, sosial dan politik belum mampu secara optimal mencapai hasil yang diharapkan dari sasaran ideal suatu kebijakan. Same as Progressive Vehicle Tax Policy that is regulated in Region’s Rules of Lampung Province No. 2/2011 which started to be valid from 2012. Budgetair function is to improve region’s income while regulation function is to decrease the traffic jams in Lampung. In this research, the writers describes the concept of Progressive Vehicle Tax Policy in Bandar Lampung. The research uses descriptive qualitative method. Data collection by interview, observation, and documentation. While data analiyisis by data reduction, data presentation, and conclusion. The result showed that Progresive Vehicle Tax Policy in Bandar Lampung based on standard element and policy target, policy resource, implementing agency, interorganization communication, implementing trend, and economic, social, and political conditiona are not capable yet optimally achiere the result that is expected from an ideal target of a policy.
