ABSTRAK Permasalahan gizi kurang atau stunting merupakan salah satu masalah yang akan berdampak negatif pada kesejahteraan sosial dan ekonomi masyarakat serta proses pembangunan suatu negara. Penelitian ini memiliki tujuan untuk menganalisis implementasi kebijakan Peraturan Presiden Nomor 42 Tahun 2013 tentang Gerakan Nasional Percepatan Perbaikan Gizi. Analisis penelitian ini dilakukan dengan menggunakan metode systematis literature review (SLR) yang terdiri dari empat langkah, yaitu search, appraisal, synthesis, and analysis (SALSA). Penelitian ini menggunakan pendekatan kualitatif dan deskriptif analisis. Sumber dan jenis data yang diambil ialah jenis data sekunder dengan sumber yang bersifat kepustakaan atau berasal dari berbagai literatur, seperti google research, google scholar, dan research gate. Dalam analisis data, peneliti mengukur pengimplementasian kegiatan dalam kebijakan Perpres Nomor 42 Tahun 2013 dengan menggunakan tiga elemen, yaitu komunikasi, sumber daya, dan perilaku kelompok sasaran. Hasil penelitian yang didapatkan dalam 57 artikel jurnal menunjukkan bahwa komunikasi, sumber daya, dan perilaku kelompok sasaran dalam implementasi kegiatan kebijakan Gerakan Nasional Percepatan Perbaikan Gizi telah dilakukan dengan maksinmal. Namun, dibalik itu masih terdapat beberapa artikel jurnal dengan lokasi penelitian yang berbeda menunjukkan masih adanya faktor penghambat dalam pengimplementasiannya sehingga kegiatan-kegiatan dalam kebijakan tersebut diimplementasikan kurang maksimal dan bahkan tidak diimplementasikan. This study aims to analyze and find out the implementation of Presidential Regulation Number 42 of 2013 concerning the National Movement for the Acceleration of Nutrition Improvement. This thesis analysis was carried out using the systematic literature review (SLR) method which consisted of four steps, namely search, assessment, synthesis, and analysis (SALSA). This study uses a qualitative approach and descriptive analysis. The sources and types of data taken are secondary data types with sources that are bibliographical or derived from various literature, such as Google Research, Google Scholar, and Research Gate. In data analysis, researchers measured the implementation of activities in Presidential Regulation Number 42 of 2013 by using three elements, namely communication, resources, and behavior of the target group. The research results obtained in 57 journal articles indicate that the communication, resources, and behavior of the target group in the implementation of the National Movement for the Acceleration of Nutrition Improvement policy activities have been carried out optimally. However, behind that there are still several journal articles with different research locations showing that there are still obstacles in implementation so that the activities in the policy are not implemented optimally and are not even implemented.
