Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kudeta pihak militer yang terjadi di Myanmar pada 1962 hingga 2011 memberikan dampak terhadap dunia pendidikan, salah satunya yaitu tenaga pengajar. United Nations Educational, Scientific, and Cultural Organization (UNESCO) merupakan organisasi yang memiliki mandat pada sektor pendidikan, menjadi harapan dunia internasional khususnya dalam upaya dan bantuan terhadap negara-negara sebagai penangan permasalahan pendidikan. Program Strengthening Pre-Service Teacher Education in Myanmar (STEM) oleh UNESCO dilaksanakan dalam upaya organisasi tersebut untuk membantu pemerintah Myanmar untuk memperbaiki sektor pendidikan khususnya sistem pendidikan tenaga pengajar di Myanmar. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisa peranan UNESCO dalam membantu pencapaian SDG 4.c di Myanmar dengan menggunakan metode penelitian deskriptif pendekatan kualitatif. Penggunaan konsep peranan dan organisasi internasional untuk menganalisa peranan UNESCO dalam menangani permasalahan sistem pendidikan tenaga pengajar di Myanmar dan strategi indikatif deklarasi Incheon untuk mengetahui berjalannya peranan UNESCO dalam membantu pencapaian pembangunan berkelanjutan 2030 di Myanmar. Hasil penelitian ini menunjukan bahwa UNESCO dalam peranannya sebagai organisasi internasional yang berkecimpung pada sektor pendidikan. Berjalannya peranan UNESCO berdasarkan strategi indikatif pada deklarasi Incheon belum terlaksana sepenuhnya. Peranan sebagai organisasi internasional sebagai Delegated Authority dan Expert Authority sudah dilakukan oleh UNESCO sedangkan Moral Authority tidak dilakukan untuk periode 2014 hingga 2020. Kata Kunci: UNESCO, SDG 4.c, Peranan, Organisasi Internasional, Myanmar The military coup that occurred in Myanmar from 1962 to 2011had an impact on education in Myanmar, one of which was teachers. The United Nations Educational, Scientific, and Cultural Organization that has mandate in the education sector, which is the hope of international world, especially in efforts and assistance to countries as handlers of educational problems. The Strengthening Pre- Service Teacher Education in Myanmar (STEM) programme by UNESCO is implemented as the organization’s efforts to help the Myanmar Government to improve the education sector, especially the teacher education system in Myanmar. This study aims to describe and analyze the role of UNESCO in assisting the achievement of SDG 4.c in Myanmar by using a descriptive qualitative research method. Using the role concept and theory of international organization to analyze the role of UNESCO in dealing with the problems of the teacher education system in Myanmar and the indicative strategy of the Incheon Declaration to find out the role of UNESCO in helping achievement of sustainable development 2030 in Myanmar. The result of this study shows that UNESCO has carried out its role as an international organization working in the education sector. UNESCO is assisting the government of Myanmar to achieve SDG 4.c in the country based on the indicative strategy in the Incheon Declaration, although it has not been fully implemented. The role as international organization as Delegated Authority and Expert Authority has been carried out by UNESCO while Moral Authority has not been carried out for the period of 2014 to 2020.
