Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Administrasi pemerintahan desa di Provinsi Lampung belum menerapkan Teknologi Informasi dan Komunikasi (TIK). Mengingat kondisi demikian Pemerintah Provinsi Lampung menyusun program Smart Village. Tujuan penelitian ini adalah untuk menganalisis implementasi program Smart Village di Provinsi Lampung dan untuk mengetahui apa saja faktor pendukung dan faktor penghambatnya. Penelitian ini merupakan penelitian kualitatif dengan tipe deskriptif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa berdasarkan anggaran tahun 2021 program Smart Village telah diimplementasikan di 130 Desa 78 Kecamatan 13 Kabupaten di Provinsi Lampung. Berdasarkan aspek program yaitu adanya tujuan yang dirumuskan dengan jelas. Kebijakan yang diambil sesuai dengan tujuan yang ingin dicapai. Sudah ada anggaran tahun 2021 sebesar 30 juta per desa untuk 130 desa lokus. Dan sudah adanya strategi yang dirumuskan dengan jelas. Aspek organisasi pelaksana yaitu pemahaman yang didapat sudah baik, tidak ada penolakan dari respon pelaksana serta intensitas yang tinggi dari organisasi pelaksana. Pada aspek kelompok sasaran belum adanya kegiatan dengan masyarakat bahkan sosialisasi terhadap masyarakat juga belum, sehingga tujuan dari program Smart Village untuk mewujudkan kesejahteraan masyarakat melalui pemanfaatan teknologi informasi dan komunikasi dalam mengoptimalkan pengelolaan sumber daya desa secara efektif dan efisien belum tercapai. Faktor pendukungnya adalah anggaran dan dukungan dari pemerintah serta kolaborasi antar lembaga. Faktor penghambatnya adalah kurangnya kolaborasi antara kabupaten, kurangnya SDM di desa, area desa masih banyak yang blank spot, dan kurangnya ketersediaan ruang penyimpanan terhadap data program Smart Village. The purpose of this research is to analyze the implementation of the program Smart Village in Lampung Province and to find out what are the supporting factors and inhibiting factors. This research is qualitative research with a descriptive type. Data was collected through interviews, observation, and documentation. The results of the study show that based on the 2021 program budget Smart Village has been implemented in 130 Villages 78 Districts 13 Regencies in Lampung Province. Based on the program aspect, namely the existence of clearly formulated goals. The policies taken are in accordance with the objectives to be achieved. There is already a 2021 budget of 30 million per village for 130 locus villages. And there is already a clearly formulated strategy. The implementing organization aspect is that the understanding that has been obtained is good, there is no resistance from the implementer's response and the high intensity of the implementing organization. In the aspect of the target group there has been no activity with the community and not even outreach to the community, so that is the goal of the program Smart Village to realize community welfare through the use of information and communication technology in optimizing the management of village resources effectively and efficiently has not been achieved. Supporting factors are the budget and support from the government as well as collaboration between institutions. The inhibiting factor is the lack of collaboration between districts, the lack of human resources in villages, there are still many village areas blank spot, and the lack of availability of storage space for program data Smart Village.
