Abstrak

Abstrak Bahasa Indonesia : Air adalah zat yang sangat penting bagi kehidupan semua makhluk hidup. Pentingnya peran air apabila terjadi kekurangan air maka akan berdampak luas. UPTD BPSDA Wilayah II Kota Metro merupakan dinas yang mengatur pengelolaan sumber daya air memiliki tupoksi mengatasi masalah kekurangan air. Penelitian ini bertujuan mengetahui bagaimana Pelaksaanan Manajemen POAC Unit Pelaksana Teknis Daerah Balai Pengelolaan Tata Kelola Air Wilayah II Dalam Menanggulangi Kekurangan Air. Tipe Penelitian yang digunakan adalah penelitian deskriptif kualitatif. Teknik pengumpulan data dengan wawancara dan dokumentasi. Hasil penelitian menunjukkan UPTD BPSDA Wilayah II Kota Metro dapat dikatakan cukup baik dalam melaksanakan fungsi manajemen Planning, Organizing, Actuating, Controlling. 1) Planning, UPTD BPSDA Wilayah II sudah melaksanakan semua perencanaan yang telah dibuat dan ditetapkan yakni Penetapan pola tanam tahun 2013/2014, pemberian air, dan sistem gilir dilaksanakan dengan baik, pemberian air dilakukan secara adil melalui sistem gilir. 2) Organizing, UPTD BPSDA Wilayah II berkoordinasi dengan Komisi Irigasi, BMKG, BBWSMS, IP3A, GP3A, P3A, serta masyarakat. 3) Actuating, UPTD BPSDA Wilayah II dalam melaksanakan kegiatannya cukup baik dilihat dari keberhasilan pencapaian pola tanam, namun masih terhalang beberapa kendala. 4) Controlling UPTD BPSDA Wilayah II melakukan pengawasan yang ketat ketika pembagian air agar meminimalisir terjadinya pencurian air, Kata Kunci: POAC, UPTD BPSDA Wilayah II Abstrak Bahasa Inggris : Water is a substance that is essential for the life of all creatures. The importance of the role of water in case of lack of water it will have broad impact for living things. UPTD BPSDA Metro Region II be an agency that regulates the management of water resources has duty to overcame the problem of water shortages. This study aims to determine how the POAC Management Implementation of Unit Area Technical of Water Resources Management In Rageion II Intackling Water Shortage. The type of research that used is a descriptive qualitative. Data collection techniques use the interview and documentation. The results showed UPTD BPSDA Metro Region II that good in performing management functions, 1) Planning, UPTD BPSDA Region II have carried out all the planning that has been created and defined, that is: Determination 2013/2014 cropping year, the provision of water, and the shift system implemented, the provision of water carried fair and equitable use of the system shift. 2) Organizing, UPTD BPSDA Region II in coordination with the Irrigation Commission, BMKG, BBWSWS, IP3A, GP3A, P3A, and society. 3) Actuating, UPTD BPSDA Region II in carrying out its activities quite nice views of the successful achievement of the cropping pattern, but there are still some obstacles. 4) Controlling, UPTD BPSDA Region II strict supervision when the division of water to decrease water theft.
